With first destination in the Philippines
The organization of work in this position requires the continuous presence of the worker at the workplace during working hours. In the event that due to unforeseen necessity this cannot be fulfilled, the worker will be repatriated with all guarantees.
Functions and Tasks
This staff will have as a priority function the monitoring and control of the delegated cooperation projects in the destination country, applying (and helping to apply), with solvency, the standards and common procedures and practices, recognized as more effective and efficient. , applicable to entity projects in any field so that they advance optimally, adjusting to their cost, scope and schedule baselines.
Control that the project team is executing the defined tasks and deliverables, and only these, and that the result meets the agreed requirements.
Manage changes that are essential for the proper execution of the project.
Monitor that the project is executed within the agreed deadline and take appropriate early action to correct deviations.
Financial and administrative control of projects and payment capabilities, maintaining the relationship between collections and payments in a positive way, so that the project meets its payment obligations with the billed party.
Control purchasing procedures and resolve contract problems.
Control the risks and exert influence on those identified, trying to avoid or reduce the negative ones and enhance the positive ones.
Actively participate in the management of the people and means involved in the previous points. Help obtain, manage and use the necessary resources for the execution of the Project. Manage Project communication channels and establish meetings, training and directing project team members.
Initiative to improve procedures and monitoring, both with regard to the execution of the Agreements and OCE-AECID internal management.
Specific Requirements
Compliance with the requirements must be justified, attaching in the ‘Annexes’ section of the application (or during the process) the following documents, as appropriate:
Official title of the training or proof of payment for the application for the title or academic certificate of the completed studies (including the Final Project).
Work life and/or Employment contract that allows verification and accreditation of the required experience.

Engineering Degree (Level 3 MECES) or Bachelor’s Degree or Official Master’s Degree in the branches of Economics, Business Sciences, Business Administration and Management, Political and Administration Sciences, Law or Sociology (Qualification approved in Spain). English
Languages
, Minimum Level C1 (the level will be verified during the course of the Selection process).
Previous Experience
At least 5 years of experience in management and implementation of development cooperation projects.
At least 3 years of experience in execution and/or monitoring and control of interventions in the Democratic Governance sector, reform of judicial systems and protection of human rights.

Previous Experience
From 1 day Up to 5 years of experience in the management and field implementation of international cooperation projects in Asia Pacific

From 1 year Up to 5 years of experience in public procurement including the preparation and review of tender and tender documents, as well as the processing and monitoring of administrative procedures
From 1 year Up to 5 years of experience in management, regulation and justification of subsidies and aid in the field of international cooperation.

Offered:
– Fixed-term contract with an estimated duration of 15 months, associated with the execution of the assignment detailed in the publication for the Recovery, Transformation and Resilience plan or with financing that comes from European Union Funds.
– Full time.
