Context

Anchored in the UNDP country program (2021-2025), and drawing on lessons from its SDG16+ portfolio (2018-2023), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its National Development Plan 2023-2025.

In order to support the government’s efforts to implement the planned structural reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:

  • Outcome 1: Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
  • Outcome 2: The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
  • Outcome 3: People have access to their rights and increase their confidence in more responsive, people-centered and human rights-respecting security and justice services.
  • Outcome 4: Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.

In this context, UNDP is recruiting an Analyst in Socioeconomic Inclusion and Access to Livelihoods to support the execution of activities under Effect [2] of the portfolio, the objective of which is on the one hand to support the authorities regional and local authorities in the pursuit of more impactful local development, on the basis of intercommunal prioritization in line with the territorial dimension of particular issues, and on the other hand to support communities and the private sector at the local level on the path to inclusive and innovative growth.

The Socioeconomic Inclusion and Access to Livelihoods Analyst will act under the supervision and coordination of the Principal Technical Advisor Leader who will act as project manager, in collaboration with the other responsible teams the implementation of other portfolio effects.

Duties and responsibilities

Under the direct supervision of the Principal Technical Advisor (CTP), the Socioeconomic Inclusion and Access to Livelihoods Analyst must provide support to the portfolio by:

  1. Providing support for the implementation of project activities linked to socio-economic inclusion and access to livelihoods (planning support, technical support, logistical support, communication, establishment of governance mechanisms)
  2. Providing within the project team technical expertise in socio-economic inclusion and methodologies and tools capable of promoting economic inclusion and access to means of subsistence.
  3. Supporting knowledge and capacity building, knowledge sharing and advocacy regarding economic inclusion and access to livelihoods.

A) Provide support for the implementation of project activities related to socio-economic inclusion and access to livelihoods (planning support, technical support, logistical support, communication, establishment of governance mechanisms) :

  • Produce terms of reference and concept notes for activities planned in the area of ​​expertise, including those for the recruitment of experts, the organization of workshops and field missions;
  • Contribute to the monitoring of contractual commitments and the various processes undertaken by the project in the area of ​​expertise;
  • Contribute to the preparation of quarterly and annual project implementation progress reports (progress, challenges, opportunities, recommendations) for UNDP as well as project donors, as well as regular project narrative reports.
  • Actively contribute to the establishment of a progress monitoring system and a risk register while supporting the sharing of information with the units responsible for potential revisions of indicators as needed, for planning, implementation implementation, effective monitoring and evaluation.
  • Provide the necessary expertise in support of project planning exercises including the preparation of work plans and periodic missions to ensure the achievement of objectives and the achievement of results in line with policies and procedures relating to programs and (POPP) of UNDP in program and project management.

B) Provide technical expertise within the project team in the thematic area of ​​the project and more particularly socio-economic inclusion and access to livelihoods:

  • Provide expertise and provide technical support to national partners, including local authorities, civil society, the private sector aimed at developing an ecosystem conducive to strengthening livelihoods and socio-economic inclusion, particularly for women and populations vulnerable, in targeted regions.
  • Strengthen the capacities of local actors in terms of local development and increased means of subsistence, particularly with an approach based on human rights and sensitive to the environment.
  • Ensure the review of deliverables within the framework of activities programmed in the area of ​​expertise.
  • Support the construction of advocacy on strengthening livelihoods and socio-economic inclusion to promote economic empowerment and local development.
  • Contribute to the identification of concrete project opportunities in the area of ​​expertise for vulnerable populations, by carrying out an appropriate inventory and mapping and by prioritizing inclusive local development opportunities in order to strengthen and increase the means of livelihood and socio-economic inclusion.
  • Ensure that the needs of target populations, the environment and other relevant concerns are taken into account to ensure that initiatives towards socio-economic inclusion and access to livelihoods are sustainable and contribute to reduction poverty and inequality.
  • Conduct an ongoing and comprehensive literature review and conduct interviews where necessary with key stakeholders to examine the local development and livelihoods strengthening contexts and the legal and institutional framework for UNDP interventions in the thematic area of project.
  • Identify financing opportunities conducive to increasing livelihoods and local development;
  • Support the development of partnerships with central and local public authorities, the private sector and civil society with the aim of creating and coordinating a network of partners for the project in favor of inclusive and integrated local development.

C) Support knowledge and capacity building, knowledge sharing and advocacy on socio-economic inclusion and access to livelihoods

  • Provide substantive advice and technical support in the development and implementation of a capacity development/learning plan in the thematic area of ​​the project for the country office and participate in global learning initiatives/ regional.
  • Strengthen knowledge production in the area of ​​expertise.
  • Support the establishment of knowledge platforms for the project, facilitate innovative mechanisms for disseminating project knowledge, and develop resources and knowledge products to share with project partners to support UNDP engagement .

The Socioeconomic Inclusion and Access to Livelihoods Analyst will be called upon to perform any other task consistent with his duties and deemed necessary for the proper functioning of the Office and the Organization.

Institutional arrangements

The Socioeconomic Inclusion and Access to Livelihoods Analyst of the portfolio will be under the direct supervision of the Principal Technical Advisor (CTP) of Effect 2. The analyst will collaborate with the other technical experts of his/her direct team as well as with the thematic teams of other Effects. In addition, the analyst will work closely with the Effect 4 team on all aspects related to learning, data production and analysis, monitoring and evaluation as well as communication.

Minimum Qualifications

Minimum education requirements

  • Higher university degree (Master’s degree or equivalent) in economics, management sciences, finance, business administration or any other field relevant to this position. OR
  • An undergraduate university degree (bachelor’s degree) supplemented by two (02) additional years of relevant experience will be duly taken into consideration in place of the advanced university degree.

Minimum years of relevant professional experience

  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of successful and demonstrated experience in providing technical and strategic advice relating to socio-economic inclusion and access to livelihoods or areas related.

Required Skills

  • Knowledge of the context of southern Tunisia or experience working on projects developed in similar regions with development support organizations is required.
  • Have at least one experience in a similar or analytical position in the area of ​​expertise
  • Proven and demonstrated experience/understanding of the political and socio-economic context in terms of local and integrated development is required
