1- Context

Anchored in the UNDP country program (2021-2025), and drawing on lessons from its SDG16+ portfolio (2018-2023), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its 2023-2025 National Development Plan.

In order to support the government’s efforts to implement planned reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:

  • Outcome 1: Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
  • Outcome 2: The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
  • Outcome 3: People have access to their rights and increase their confidence in more responsive, people-centered and human rights-respecting security and justice services.
  • Outcome 4: Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.

In this context, UNDP is recruiting a specialist in Security Governance to support the execution of activities under Effect 3 of the portfolio. This effect revolves around interventions aimed at improving citizens’ access to security and justice services, through interventions targeting the local level, as well as interventions promoting the accountability of said sectors.

2- Duties and responsibilities

  1. Provide advisory support on themes related to the governance of security sectors.
  2. Provide advisory support on security sector reform, particularly through analyses, notes and other technical contributions.
  3. Contribute to the design and implementation of activities, including annual planning.
  4. Produce terms of reference and concept notes.
  5. Coordinate the work of external experts and other UNDP service providers to ensure compliance with quality and established deadlines for the delivery of deliverables/products.
  6. Contribute to the preparation of periodic reports, including as part of portfolio monitoring and evaluation activities, and the preparation of technical and financial reports.
  7. Ensure effective collaboration with various UNDP partners.
  8. Contribute to the coherence and complementarity of UNDP interventions in the areas of security.
  9. Contribute to the integration of the gender perspective in project activities, including the prevention and protection of violence against women and children.
  10. Contribute to the promotion of citizen participation and public-private partnership and partnerships with civil society;
  11. Perform any other tasks required by the supervisor

3- Institutional arrangements

The Security Governance specialist will act under the direct supervision of the Principal Technical Advisor of the Effect

3 Security and the Governance Team Leader in the event of interim CTP, in collaboration with the other thematic experts in the portfolio. According to the integrated approach of the portfolio, he/she will work in a transversal manner, in collaboration with all the teams responsible for the implementation of the Outcomes, as well as with the portfolio coordination team on strategic issues, linked learning, monitoring and evaluation and knowledge management. He/she will actively participate in joint planning, learning exercises, data production and analysis across Portfolio Outcomes.

6- Minimum Qualifications:

Minimum education requirements

Hold a higher university degree (Master’s degree or equivalent) in law, human and social sciences, political sciences or any other relevant field is required OR

An undergraduate university degree (bachelor’s degree) supplemented by two (02) additional years of relevant experience will be duly taken into consideration in place of the advanced university degree.

Minimum years of relevant professional experience

At least 5 years (with the Master’s degree) or 7 years (with the Bachelor’s degree) of professional experience in the field of security, justice, political science, or any other relevant field as well as relevant related experience direct contact with security is required.

Required skills in addition to the skills covered in the Skills section

Proven experience in issues of reform and governance of internal security sectors in Tunisia.

Proven experience/knowledge of the security sector in Tunisia (national police and guard) and the Tunisian legal framework.

Good knowledge/experience of the social, political and administrative environment of the country.

Good knowledge of IT tools (Word, Excel, PowerPoint, Email, under Microsoft environment).

Desired skills in addition to the skills covered in the Skills section

Experience in change management within an international organization would be desirable.

Professional experience as part of a development project.

Experience working with the United Nations and UNDP in particular is an asset.

Knowledge of UNDP/United Nations rules and procedures is an asset.

Experience/ability to work with officials from ministries and development partners, as well as civil society organizations.

Required language(s)

Excellent command of the French language and Arabic required.

A good knowledge of English would be an advantage.

7- Travel:

Be willing to travel regularly to UNDP and partner project sites.
