Contractor: Transitional and Adequate Housing Solutions Advisor At Habitat for Humanity

Rationale & background

As a result of Russia’s invasion of Ukraine in February 2022, approximately 817,000 residential units were impacted, with Donetska, Luhanska, Kharkivska, and Kyivska oblasts accounting for over 82% of total damage to housing across the country. About one-third of affected housing has been damaged beyond repair, while the remaining have been partially damaged, with damage to housing among the drivers of displacement in Ukraine. While life-saving activities remain a priority, the Ukraine Shelter Cluster and partners are increasingly turning attention to long-term displacement, contributing to everyday recovery and more durable solutions for IDPs. Typologies and potential intervention pathways are numerous – eg: support to people who remained in their homes; targeting returnees through ongoing integration projects; piloting prefabricated/modular housing, heavy repairs; effective utilization of empty spaces; and more tailored made solutions to decongest CS and find transitional and more durable housing options. For this purpose, there is a need to understand different options, costing, modalities, legislation, capacities and pilots in-country that can serve a starting point for further discussion.

Contractor Summary

Habitat for Humanity (HFH), Catholic Relief Services (CRS), and Caritas Ukraine (CUA), are collaborating in an initiative to promote knowledge, collaboration, best practice, and implementation of transitional and durable housing solutions across Ukraine.

The Transitional & Adequate Housing Solutions Advisor, based in Ukraine, will serve as the central point of this initiative. This function, to be contracted by HFH for an initial 12 months, will support Transitional & Adequate Housing Solution initiatives through developing partnerships with sector peers, convening fora, undertaking, or overseeing practical research and dissemination, and promoting the uptake of good practice.

Key deliverables of this function include:

  • Serve as a key focal point between CRS, CUA, HFH and across traditional and non-traditional shelter/housing partners in Ukraine, ensuring key coordination deliverables are achieved each month.
  • Action agreed deliverables as needed from the Ukraine shelter cluster’s TWIG on Adequate Housing Solutions, working closely with CUA, and work closely with HFH, CRS focal points.
  • Research, analyze, propose, and convene / co-convene agreed coordination and collaboration across the broader housing sector and support of durable housing solutions.
  • Promote knowledge transfer and the generation of evidence by undertaking and/or, commissioning an agreed number of related deliverables (related to research, technical guidance, advocacy notes, tool development).
  • Disseminate completed research and good practice across the sector in Ukraine and other fora.

Duration: Initial 12-month contract

Location: Kyiv, Ukraine, with initial remote work environment arrangement

Required contractor skills and experience:

  • Education:
    • Post-Graduate qualifications in architecture, construction, urban planning or, international development or a related field related to housing or social housing with five years of relevant professional experience in humanitarian work; or bachelor’s degree in the above fields with seven years of relevant professional experience.
  • Years of Related Experience:
    • At least five years’ experience housing & human settlements or a related field.
  • Knowledge, Skills & Abilities:
    • Experience in partnership management, convening, cluster coordination, humanitarian response and emergency operation.
    • Experience in project management, monitoring, and reporting.
    • Fluency in English and Ukrainian or Russian.
    • Experience working for an NGO or IO, with a focus on shelter and settlements, urban development or a similar field.
    • Familiarity with Cluster Approach.
