Unit Overview:

The Resilience and Early Recovery Unit’s (RERU) primary objective is to provide relevant, current data and insights to facilitate collaborative efforts between humanitarian agencies, development actors, and the government to support the transition from emergency humanitarian assistance to a more sustainable model and in support of recovery initiatives. The Urban Profiling Team within RERU focuses on research concerning urban recovery of Ukrainian cities and territories across a range of thematic areas.

Assignment:

Under the supervision of the REACH Senior GIS Officer and the Urban Profiling Team, the Urban Profiling GIS Officer is responsible for creating engaging visualizations and maps using primary and secondary data sources. They will conduct geospatial analysis to support ongoing urban recovery and planning research cycles. This role involves office work primarily, with potential engagement in stakeholder meetings and on-the-ground data collection activities.

Key Responsibilities:

  • Support overall GIS activities for urban profiling work, including the development, maintenance, and presentation of geospatial information.
  • Develop maps using primary and secondary data collection, satellite imagery, and other geospatial tools.
  • Assist in spatial data collection, management, verification, cleaning, and updating.
  • Develop tools and dashboards to visualize spatial data in an interactive manner.
  • Transform static products into dashboards for external partners.
  • Create static maps for reports and presentations.
  • Engage with other GIS officers to strengthen GIS capabilities across the mission.

Qualifications:

  • Full Ukrainian proficiency required, working Russian proficiency desirable.
  • Working proficiency in English (B2 or above).
  • Bachelor’s degree or equivalent professional experience in GIS, Cartography, Geodesy, Geography, Computer Science, Information Systems, or relevant discipline.
  • 1-2 years of experience in GIS field, preferably in humanitarian context.
  • Experience with ArcGIS Desktop, ArcGIS Pro, or QGIS; Experience with web-mapping tools (ArcGIS Online, Mapbox, CARTO, etc.).
  • Understanding of remote sensing data is an advantage.
  • Data processing and analysis experience using Excel, R, Python (pandas), or Tableau.
  • Previous experience in urban planning, design, or architecture.
  • Understanding of design principles is an advantage.

Reporting Structure:

The GIS Officer will work under the guidance of the Senior GIS Officer and the Team Lead of the Urban Profiling Team, contributing to the research processes conducted by the team.

Terms and Conditions:

  • This full-time position is initially for 6 months, with the possibility of renewal based on performance.
  • Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance.
