JOB CONTEXT:

Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are :

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population.
  • Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
  • Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict.
  • Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers.
  • Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.

HI has 3 hubs, one in the East (based in Dnipro with sub bases in Kharkiv and Poltava), one in the West (based in Lviv), one in the South East (based in Mikolaiv) and the coordination is in Kyiv.

YOUR MISSION:

Under the direct Line Management of the Country Logistics Manager, you have a functional link with the supply/logistics team. Your responsibilities will be as follows :

  • Controlling supply plans of missions for different donors
  • Increasing close coordination/communication/follow up with Project managers/ Facility & Supply Manager for anticipating, planning and alerting them on different grants, and on different risks of incompletion of procurement during agreed timeline with donors.
  • Leading the team on tools/template/policies, translating them into operational objectives for the Logistics team of East & South Hubs, and leading and implementing the necessary changes.
  • Ensuring the management, implementation and follow up on different Supply & Procurement standards of HI Ukraine.
  • Responsible for International cargo importation & custom clearance, following up with program project managers on distribution of international received goods/equipment, submission of reconciliations (inventory) of distribution reports to concerned authorities according to standards requirement.
  • Responsible of producing and updating the risk map as per HI Standards for East & South Hubs.
  • Identifying risks and ensuring timely corrective measures with mitigation steps.
  • Producing, compiling and analysing the data in the Supply & Procurement dashboard of the Mission.
  • Responsible for ensuring compliance and application with HI STANDARDS for his or her entire professional field with regard to policy, processes and tools.
  • Responsible for ensuring Supply & Procurement “CONTROL & ACCOUNTABILITY” and identifying gaps.
  • Responsible for putting in place & implementating of all HI Standards Supply tools according to Ukraine Contexts.
  • Responsible for developing Project Procurement Plan in coordination with Project Managers and agreed on timeline for initiation of the different procurements as per the donor time frame to ensure timely completion of procurement.
  • Conducting training/coaching of National staff on management/implementation of different tools (PMC, CMC, Supply Plan) updating, and implementation/functionalized by end of assignment.
  • Responsible for ensuring timely payment of service providers (goods/equipment/supplies) at Kyiv coordination level.
  • Responsible & leading Weekly supply call with supply department and submission of update to Country Logistics Manger on different ongoing procurements on weekly bases.
  • Responsible for Framework agreement (project supplies/good/equipment) at Mission Level.
  • Regularly updating Procurement Plan and alerting the project managers on different delays and their financial implications.
  • Managing the national team including senior supply Chain officer + Supply Chain officer, their objective setting, coaching, performance evaluation, work planning, prioritizing the task, follow up and on job training.
  • Responsible for Maintaining, updating vendor date Base, Mission supply catalogues, Price listing of the mission.
  • Submitting a Biweekly Supply report with updates and challenges to Country Logistics Managers.
  • Responsible for Generating Monthly Supply reports of supply department including Updated Procurement Plan, Supply Plan, ongoing Major Procurement, Major Procurement completed, and procurement file check during the months with analysis reports in line with internal compliance/donor standards requirement

CHARACTERISTICS OF THE POSITION:

The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region. More recently, most attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks.

YOUR PROFILE:

  • You have at least 2 years of working experience in a similar position and in an international context.
  • You have good communication and verbal and written skill.
  • With proven experience of Humanitarian End to End Supply chain Management, you are highly skilled in diplomacy and team managment.
  • You have the attention to details in your working business and your relationship with your colleagues.
  • You are able to work under pressure, and to adapt to the very complex ukrainian context.

  • Housing: Collective taken in charge by HI
