ABOUT LA CHAINE DE L’ESPOIR

La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development.

We work in 28 countries with a comprehensive approach, focusing on children, mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery, to meet the most urgent needs of children and their mothers.
  • Strengthening the medical and surgical workforce thanks to our international network of experts.
  • Construction and equipment of hospital structures adapted to local needs.

CONTEXT

Since March 2022, La Chaîne de l’Espoir has been implementing a project to support the Ukrainian health system to improve medical and surgical care for victims of the war and patients in general, in collaboration with the ministry of Health (MoH), the Health Cluster co-led by the World Health Organization (WHO), and the health authorities at oblast levels. The initiative, co-funded by the Centre de Crise et de Soutien (CDCS) of the French ministry of Europe and Foreign Affairs, is a response to assessments conducted by La Chaîne de l’Espoir’s medical and biomedical team in coordination with relevant stakeholders.

La Chaîne de l’Espoir mainly focused its activities in areas close to the frontline and newly accessible areas (Mykolaivska, Kharkivska, Dnipropetrovsk, Zaporizka) on the delivery of medical supplies including emergency traumatology kits, medicines and consumables, biomedical equipment (for endoscopy, intensive care, orthopaedics surgeries, radiology, operating theatre…), and war medicine training (more than 1000 health medical and paramedical staff trained).

In 2024, La Chaîne de l’Espoir aims to fill critical gaps at the primary, secondary and tertiary levels of the Ukrainian healthcare system, with a particular focus on improving access to quality healthcare for trauma, cardiology and maternity departments. La Chaîne de l’Espoir is also working on improving availability of services to reduce risk factors for children with cardiac conditions, girls, newborns and pregnant women and aims to improve prevention for community members on children’s heart conditions and sexual and reproductive health. La Chaîne de l’Espoir’s intervention also aims to promote capacity-building among healthcare professionals regarding the health conditions of children (cardiology), adolescents and women of childbearing age, as well as detection methods and referral processes.

MAIN ACTIVITIES

The Logistics & Security Manager (LSM) is responsible for ensuring optimal functioning of the logistics support of the La Chaine de l’Espoir mission. She/he oversees all the logistics aspects, the residences/offices of the team and the projects.

She/he focusses on the operational mechanisms of global safety and security policies and ensure processes are up to date, communicated and effectively socialized within the organization.

Logistics:

  1. Oversee the planning, implementation and monitoring of logistics activities in accordance with the organisation’s and donor’s standards and procedures.
  2. Ensuring effective procurement management, including supplier selection, contract negotiation and delivery monitoring. in accordance with the organisation and donors’ standards and procedures.
  3. Coordinating the storage, management of warehouses and distribution of goods and equipment to intervention sites (targeted hospitals).
  4. Participating in the preparation and monitoring of logistics budgets for projects.
  5. Ensuring efficient use of allocated financial resources, in compliance with the organisation’s and donors’ financial policies and procedures.
  6. Manage logistics set-up for programmes and intervention zones – field office set-up, recommendations, technical support of field logistician in Kharkiv.
  7. Closely cooperates with Programme and Finance/Admin team in optimising logistics support.
  8. Make sure equipment is supplied according to predetermined planning.
  9. Provide training in handling logistics processes to La Chaine de l’Espoir implementing partner.
  10. Support in the development of operating procedures and ensure adequate documentation for each process/procedure.
  11. Ensure stock management procedures are implemented and stock evidence is done in real time
  12. Identify gaps in Logistics department, ensure correct staffing and recruitment of additional capacities.
  13. Responsible for monthly logistics reporting.
  14. In charge of drafting and monitoring the Procurement Table.
  15. Participates in inter-NGO/cluster logistics coordination meetings.

Security:

  1. Support the senior management team, in implementing and managing safety & security, incident management and post incident management in accordance with La Chaine de l’Espoir’s security guidelines.
  2. Conduct security assessments on a regular basis as well as according to need ad hoc basis including during emergency relief missions and in volatile contexts and ensure minimum operating security standards and procedures are developed, implemented and kept within La Chaine de l’Espoir.
  3. Ensure capacity building of all La Chaine de l’Espoir staff and develop a culture of security risk awareness across La Chaine de l’Espoir team.
  4. As security training focal point, ensure all La Chaine de l’Espoir team members actively participate to INSO cycle trainings.
  5. Implement the mission’s security strategy, under the responsibility of the HOM.
  6. Monitor evolutions in La Chaine de l’Espoir´s working environment (political, security and economic situations in Ukraine) and ensure provision/availability of regular context updates.
  7. Maintain active contact with safety & security counterparts from peer agencies and relevant organizations (UNDSS, INSO, etc.) and ensure La Chaine de l’Espoir’s representation in relevant interagency security coordination meetings (in coordination with HoM).

Tasks and responsibilities are subject to modifications according to the needs.

TRAINING AND EXPERIENCES

  • University degree in a Logistics field (supply, IT…)
  • Understanding of humanitarian principles and their application within humanitarian security risk management.
  • Two to three years’ experience (previous experience with an NGO is mandatory).
  • Experience in volatile/conflict context area is a plus.

  • Salary: 90 000 UAH (gross salary)
