Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1200 NGOs operating in 16 of the world’s most insecure countries.

INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.

Job Summary

As the Deputy Director of Human Resources, you provide HR support and development to our country offices and ensure overall compliance with legislation and policies. Working closely with Regional Directors and Country Directors, you supervise a small team of regional Human Resources Managers responsible for HQ support to Country Offices. You take the lead on the development and roll out of HR initiatives and projects globally in consultation with the Director of Human Resources.

You should have significant experience working with international NGOs, managing HR teams in the field as well as at the regional or HQ level. This post is based at our HQ in The Hague, Netherlands with travel to Country Offices approximately six times per year.

Key Responsibilities

  • Responsible for all aspects of line management of regional HRMs and serve as a role model to team members and the wider INSO HR community.
  • Along with regional HRMs, conduct regular reviews, field visits and constantly develop and improve field-level HR systems.
  • Responsible for the review of employee regulations in Country Offices to ensure legal compliance and good practice.
  • Take the lead on moving the HRM team towards a business partnering approach.
  • Responsible for managing HR projects as agreed with the HRD, including change projects, restructures and start-ups.
  • Act as focal point for HR advice and guidance on complex high impact or sensitive employee relations issues.
  • Build organisational capacity of staff on HR-related policies, processes and practices including the appraisal system.
  • Contribute to the development of HR strategy, projects and budgets.
  • Conduct staff surveys and analyse HR data in liaison with other team members to make evidence-based recommendations for changes to policy and practice.
  • Support and oversee the HRM team in effective HR administration.

Requirements

  • Masters (MSc/MA/MBA) level education, ideally in HR or related field.
  • Fluency in English; Fluency in French strongly desired
  • At least 5 years in HR management with an international NGO, ICRC or IO.
  • At least 3 years establishing and supervising country level HR systems, preferably in multiple countries.
  • At least 1 year leading a HR team supporting country offices (regional or HQ role).
  • Significant experience in employee relations and employment law.
  • Compensation and benefits experience.
  • Project management experience

Nice to Have:

  • Human Resources Management association membership and/or qualification.
  • Fluency in French
  • HRIS management and reporting experience.
  • Prior knowledge of INSO and our mission.
  • Design and delivery of HR training courses.
  • Safeguarding/PSEAH experience.

Terms & Conditions

Fixed-term (renewable) full-time contract based in The Hague, Netherlands, 6,750 EUR gross salary per month, 8% vacation pay (vakantiegeld), 2.5 days annual leave per month. We provide basic premium ONVZ health insurance to you and your dependents. This position is eligible for a Highly Skilled Migrant visa and relocation allowance.
