Purpose:
Conduct a short-term technical expert consultancy on Project HOPE’s behalf in Guatemala for the USAID Global Health Security Activity. The consultant will support Project HOPE prepositioning and proposal development process by connecting Project HOPE to key local stakeholders and organizations, providing local contextual knowledge and analysis, and inputting into technical and strategic design to develop a comprehensive proposal by the USAID submission deadline. The period of performance is 1 month with possible extension.
Duration and Location:
This is a remote assignment with a maximum of 10 full days of engagement with possible extension.
Overview:
Project HOPE is exploring business opportunities in Guatemala to grow our presence and our activities in the country. In line with our global strategy, we are developing a proposal application for USAID/Guatemala’s Global Healthy Security notice of funding opportunity. The local consultant will gather information and success factors that can feed into the proposal.
Specific Activities:
- The consultant will represent Project HOPE by making necessary connections to local stakeholders and organizations. Stakeholders may include the National Institute for Infectious Diseases, Department of Communicable Disease and Environmental Determinants, Threat Management Unit of the Department of Health Emergencies, PAHO, the Ministry of Health, Ministry of Agriculture, and the Pan American Foot and Mouth Disease and Veterinary Public Health Center.
- Provide local contextual knowledge and analysis to Project HOPE to understand the critical win themes, unique value propositions, organizational approaches, and standards that will be highlighted throughout the technical approach.
- Input into the technical narrative and work closely with the proposal manager to identify needed input from consortium partners.
- Participate in design workshops to develop program strategies and activities.
- S/he will engage with proposal team to prepare drafts for and respond to feedback from color reviews.
- Work collaboratively with the Business Development team and regional program team to provide technical input and writing services.
- Provide the contextual write up of Project HOPE’s proposal submission according to proposal calendar.
- Attend proposal development meetings/workshops and partner meetings as requested.
- Work with proposal development team on deliverables.
- Other duties as assigned.
Requirements:
- Bachelor’s Degree in relevant field + 15 years of relevant experience, or master’s degree in relevant field + 10 years of relevant experience, or PhD in relevant field + 7 years of relevant experience
- Knowledge of the international development industry and donors, specifically USAID required
- Experience writing winning technical proposals in the field of international development, with preference given to one or more of the following: global health security, local health security, one health, animal health, risk mitigation, surveillance, etc.
- Strong writing, editing, and proofreading skills
- Knowledgeable in using/adhering to GPO, APA, and/or Chicago style manuals
- Ability to work autonomously and in team environment under critical deadline pressures
- High level of proficiency in MS Office applications
- Strong organizational skills that demonstrate a high level of accuracy and attention to detail
- Writing and/or editing sample will be required
