In Haiti, WFP and its partners provide assistance to the most vulnerable populations with a view to achieving the Zero Hunger objective. The WFP is notably involved in the implementation of a school canteen program, which constitutes the largest food safety net in the country, as well as in resilience, social protection, nutrition, emergency preparedness and response activities.

MAIN POSITION RESPONSIBILITIES:

Under the general supervision of the Country Director and direct supervision of the Head of Logistics, the Logistics Associate implements standardized logistics/procurement support procedures and activities to ensure the efficient and effective operation of customs clearance and transport operations in order to avoid any delays.

  • Carry out planning for customs clearance and transport based on arrivals.
  • Support monitoring of supply chain activities to verify that appropriate internal controls are being followed to increase the day-to-day efficiency and overall performance of supply chain operations.
  • Support management of service providers/suppliers, port, fleet and warehouse operations to promote safe and efficient planning and execution of WFP operations.
  • Liaise with customs clearance agents, the superintendence company and the various stakeholders (internal and external to PAM), in order to optimize port operations and reduce delays.
  • Manage the contractual activities of logistics service providers, including performance monitoring and evaluation.
  • Help collect commercial information and evaluate service providers and suppliers (container outbound carriers, customs clearance agency and superintendent) to facilitate their selection.
  • Analyze operational supply chain and contribute to operations assessments and planning for all delivery modalities to ensure supply chain requirements are addressed.
  • Manage the processing of documentation relating to the execution of logistics operations (customs clearance, invoice verification), take the necessary measures to resolve operational problems and escalate complex problems to the line manager.
  • Prepare maritime and airport transit files to monitor the delivery of foodstuffs. Ensure documents are delivered to authorized individuals on time.
  • Prepare various reports and analyzes to support the decision-making process and provide visibility of operations.
  • Monitor port operations and the transfer of goods from the port to stores, working in collaboration with the LESS focal point, the transporter and the warehouse manager.
  • Prepare the report on the arrival of foodstuffs at ports and any other reports requested.
  • All other tasks assigned by the supervisor or head of logistics.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Completion of secondary education. A post-secondary certificate in the functional area considered is desirable.

Experience:

Desired skills:

  • Experience with internal systems used to track current shipments, supplies, claims and food inventory.
  • Knowledge of customs clearance activities and procedures.
  • Experience in data analysis (on goods, funds, etc.) and reporting.
  • Experience in evaluating the results achieved by service providers against defined key performance indicators.
  • Experience in assisting in the preparation of contractual documents.
  • Experience providing technical assistance with the use of internal systems.
  • Be available, dynamic and able to work under pressure;

Language: • Fluency in French; Knowledge of English and Haitian Creole are considered assets.
