Background

Present in NES since 2017, iMMAP Inc. is leading the Mine Action coordination in the area and will implement a project funded by the Office of Weapons Removal and Abatement in the U.S. State Department’s Bureau of Political-Military Affairs (PM/WRA) that seeks to enhance the Northeast Syria Mine Action office (NESMAO)’s capacities in prioritizing, and sustaining land release activities along with strengthening its Information Management proficiency.

Description of Duties

OVERALL RESPONSIBILITIES

The Mine Action Technical Advisor (MA TA) is responsible for strengthening the capacities of the NESMAO to improve the compliance, safety, prioritization and sustainability of HMA operations. The Mine Action TA will lead in close collaboration with the NESMAO, HMA organizations and additional relevant stakeholders, the development of a set a land release SOPs, including the management structure, responsibilities and role of the NESMAO. He/She will also contribute to the elaboration of a prioritization setting system and clearance strategy plan in NES.

OPERATIONAL

1. Leading the elaboration of a prioritized set of NES operational SOPs. With the objective to guide the management of HMA activities in NES in a safe, coordinated and efficient manner, and in close collaboration with the NESMAO, HMA organizations and additional relevant stakeholders, the Mine Action TA will lead the development of a comprehensive set of operational Standard Operation Procedures.

– To perform a need analysis with regard to IMAS application in NES, including a stakeholder analysis.

– To establish a dedicated technical working group with key individuals to be involved in the elaboration process.

– To conduct an initial workshop to determine the SOP chapters to be prioritized

– To conduct a series of workshop with the technical working group to draft, review and disseminate 3 to 4 SOPs, in addition to a dedicated SOP covering the management structure, responsibilities and role of the NESMAO.

2. Strengthening the NESMAO’s knowledge and understanding of Humanitarian Mine Action

– To conduct fundamental HMA trainings to the NESMAO key personals. This will include (but not limited to), an overview of the land release process, the importance of community liaison and the NTS process, the purpose of technical survey, as well as the various methods of clearance (manual, mechanical, etc.) according to the type and scale of contamination. In addition to the role of the International Mine Action Standards in ensuring the safety, effectiveness, and efficiency of mine action operations, as well as the necessity for National Standards to ensure compliance with IMAS, while adapting procedures according to the context and contamination problem.

3. In collaboration with the HMA Project Manager, the NESMAO and HMA organizations, the MA TA will contribute to the development of a prioritization system and clearance strategy plan

– Through a series of coordinated workshops, a prioritization system will be developed. Based on this prioritization system and on the outcome of a NES-wide NTS (funded by FPI), a clearance strategy plan will be drafted along with a workplan outlining the time frame and resources required. This will enable effective taskings of HMA organizations, as well as monitoring the progress and impact of the HMA efforts in NES.

SUPPORT TO PROJECT MANAGEMENT AND PROGRAM DEVELOPMENT

– Support and advise on the development of project workplan and financial forecasts.

– Ensure that project activities are implemented in line with the project plan and objectives.

– Support the compilation of necessary information to prepare quarterly and final project progress reports.

– Provide technical input in the development of new project proposal or project concept notes.

MONITORING AND EVALUATION

– Actively contribute to the learning process of the project, in close coordination with the Project Manager

SAFETY AND SECURITY MANAGEMENT

– Follow security protocols as laid down by the iMMAP Inc. Global Security Advisor.

ACCOUNTABILITY TO BENEFICIARIES

iMMAP Inc. team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP Inc. programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.

Requirements

EDUCATION

Minimum Undergraduate Academic degree.

EXPERIENCE

· A minimum of 7 years of experience as a trainer and supervisor of HMA technical staff in the area of Land Release operations and EOD is essential.

· Proven past experience working in collaboration with National Mine Action Authorities/Centers

· Experience in delivering technical support to a National Mine Action Center

· Extensive experience in developing and reviewing operational SOPs and technical guidance

· Extensive knowledge of IMAS and the land release principles

· Proven experience in developing training materials and organizing trainings, workshops online and in person.

· Proven and well-developed influencing and relationship-building skills with stakeholders at different levels.

SKILLS

· Minimum of IMAS EOD Level 3 certification

· Strong analytical skills, and writing skills.

· Strong negotiations and diplomatic skills

· Ability to coordinate and actively engage individuals towards a common objective

· Ability to perform well on tight deadlines, flexible attitude.

· Fluency in written and spoke English is required. Spoken Arabic skills are an asset.

· Knowledge of computer applications, including proficiency in MS Office.
