Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

IOM’s Monitoring and Evaluation (M&E) strategy aims to improve the quality and integrity of program delivery, ensure that programs are responsive to the needs of affected populations, and meet donor requirements and standards of accountability.

The Monitoring and Evaluation Officer will work as part of the IOM Programme Support Unit, under the overall supervision of the Chief of Mission (CoM) in Haiti and direct supervision of the Programme Support Officer and in close coordination with the M&E Officer at the Regional Office (RO). The Monitoring and Evaluation (M&E) Officer will be responsible for providing technical inputs to support various aspects of programmes/M&E, such as the development and implementation of the M&E system that strengthens monitoring and evaluation activities, data collection and analysis, reporting, and learning.

Core Functions / Responsibilities:

  1. Provide technical inputs and contribute to the development and strengthening of Monitoring and Evaluation (M&E) systems and tools, including learning and accountability, generation of reliable data to standardize results-based management, and strengthening project implementation.
  2. Contribute to the development of new project proposals, including the development of logical frameworks and results matrices, in the framework of CO’s Strategy, Consolidated Appeal, Plans and/or Annual Report, in close coordination with the operational staff. Check that budgets include necessary resources for M&E activities, including for conducting evaluations, and promptly notify the supervisor of potential shortfalls.
  3. Provide technical information and guidance to Programmes in the alignment of projects with the strategies established in the Mission, with the UN Sustainable Development Cooperation Frameworks (UNSDCF), the results of the Sustainable Development Goals and the Migration Governance Framework, as well as with other reference frameworks of the Organization’s management.
  4. Provide technical assistance to the Programme Units for the review and preparation of reports.
  5. Keep abreast of the internal framework for Monitoring, Evaluation, Accountability and Learning (MEAL) and Results Based Management (RBM) developments to facilitate compliance with processes and strategies such as the Country and Regional strategies, IOM Institutional Questionnaire (IQ), IOM global M&E strategy, Strategic Results Framework (following IOM Global Vision), regional M&E planning tools and Project Information and Management Application (PRIMA)-for-all standards.
  6. Closely collaborate with IOM units, Implementing Partners, and United Nations Country Team(UNCT) on both quantitative and qualitative monitoring aspects to provide relevant information for performance management and evaluations of project/programme activities for compliance with regular reporting requirements.
  7. Monitor and evaluate specific or cross-cutting project activities according to the Organization’s needs and check alignment with the project objectives and donor requirements, as well as with IOM’s M&E guidelines.
  8. Undertake field monitoring and evaluation visits with field staff and in close coordination withthe Programme Managers to check and facilitate technical and operational compliance and timely execution of projects, and to discuss corrective measures when needed.
  9. In close coordination with the relevant units, support the “do no harm” principle and work to promote Accountability to Affected Populations (AAP) approaches through awareness-raising and contributing to the development of effective accountability mechanisms, in line with IOM’s global standards.
  10. Draft portions of monthly, quarterly, or annual project/programme reviews and participatory impact assessments, and organize process and operations monitoring, real time, midterm and final evaluations and lessons learned workshops, while monitoring the compliance of Monitoring and Evaluation (M&E) arrangements with the donor/ United Nations (UN)/IOM HQ requirements.
  11. Draft regular monitoring reports to be shared with relevant stakeholders such as donors/UN agencies. Ensure that evaluation reports are made available to the main stakeholders and donors and are made public as per IOM Evaluation Policy.
  12. Review and analyze monitoring reports and targets, highlight the causes of potential bottlenecks in implementation and recommend corrective measures, where necessary.
  13. Participate in the selection of and monitor the work of Implementing Partners that are sub-contracted to conduct surveys and studies required for monitoring and evaluating projects/programme in line with procedural M&E and reporting guidance to be included in service providers’ contracts.
  14. Review the availability and quality of existing social and economic data related to the project/programme area, the methods for collecting them and the degree to which they can provide baseline statistics and reference for project/programme monitoring and evaluation.
  15. Closely coordinate with the Regional Monitoring and Evaluation Officer for the identification of needs in M&E and the implementation of activities according to regional M&E requirements and organize dissemination within the mission.
  16. Act as a Focal Point for the roll-out of IOM´s Strategic Results Framework at the mission level.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, Statistics, Economics or Administration, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project conceptualization, development, monitoring, reporting and evaluation activities;
  • Experience in supporting the development of Monitoring, Evaluation, Learning and Accountability strategy, methodologies, and tools;
  • Experience in organizing consultations, workshops and seminars with stakeholders.

Skills

  • Sound and proven understanding of internal and international migration issues in the country and in the Region.
  • Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software, statistical analysis packages.
  • Good skills in training and capacity building in M&E.
  • Knowledge of UN cooperation frameworks and bilateral donor programming requirements.
  • Excellent writing and research skills.
  • Knowledge in quantitative and qualitative data collection and analysis.
  • Ability to consolidate information from multiple sources.
  • High level of judgment and initiative, ability to work with a high degree of independence within assigned areas.
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
