Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM began its operations in Thailand in 1975, assisting the resettlement of Indo-Chinese refugees to countries offering them permanent residence. With the Kingdom of Thailand joining IOM as a member state in 1986, the organization’s cooperation with the Royal Thai Government has expanded to cover all aspects of migration affecting the Kingdom and its neighbours, including labour migration, migration health, counter trafficking, emergency and post crisis, institution building, border management, security and law enforcement.

Today, IOM has a strong presence in Thailand with over 350 personnel working on more than 50 active projects in eleven locations across the country.

Under the overall supervision of the Chief of Mission (COM) Thailand and direct supervision of Policy and Programme Support Unit Coordinator, and in close coordination with the Regional

Monitoring and Evaluation Officer at the Regional Office (RO) for Asia and the Pacific in Thailand and relevant units at Headquarters, the Monitoring and Evaluation Officer will be responsible for managing, coordinating and substantively supporting all aspects of Monitoring and Evaluation (M&E) in the Mission, including the development and implementation of the Mission’s overall M&E system to strengthen Monitoring, Evaluation and Learning across IOM Thailand’s programming.

Core Functions / Responsibilities:

  1. Develop, maintain and adjust the overall Monitoring and Evaluation framework of the Mission in coordination with Programme Managers, the Policy and Programme Support Unit Coordinator, and the COM.
  2. Ensure that each unit has appropriate tools and processes in place to monitor project/programme activities in line with IOM Thailand’s Strategy Results Framework, global M&E guidelines and the donor requirements of each project/programme.
  3. Provide expert advice and support to Programme Managers in developing and managing regional monitoring tools for regional programmes.
  4. Review and assess Results Matrices for all new projects to ensure that indicators are designed properly and aligned with the Strategy Results Framework.
  5. Develop and ensure the provision of capacity building support within IOM Thailand as well as for programme staff in other missions implementing Regional Programmes managed by Thailand.
  6. Provide technical, process and operational guidance and oversight to assigned programme/project staff for all Monitoring and Evaluation activities across all units within IOM Thailand.
  7. Collaborate with all units within IOM, Implementing Partners and UNCT on both quantitative and qualitative monitoring aspects to provide advice and relevant information for performance management and evaluations of project/programme/strategy activities and for complying with regular reporting requirements.
  8. Prepare regular monitoring reports to be shared with relevant stakeholders such as donors/UN agencies and coordinate with the CO’s Media and Communications Officer with regards to utilization of M&E findings in Public Information materials. Ensure that evaluation reports are made available to the main stakeholders and donors and are made public as per IOM Evaluation Policy. Support the relevant focal points within IOM Thailand in any Monitoring and Evaluation requirements related to the United Nations Sustainable Development Cooperation Framework (UNSDCF).
  9. Ensure the regular sharing of M&E findings with relevant stakeholders and other IOM offices and departments, and that M&E data/reports are discussed in the appropriate forum in a timely manner, including to clarify discrepancies and clear gaps.
  10. Provide expert technical support for all evaluations conducted within the Mission. This includes designing the evaluation TOR, selecting evaluators and facilitating the evaluation process, including tracking of implementation of evaluation recommendations.
  11. Advise on the use of evaluation findings for decision making and design of new projects and carry out the synthesis of evaluations conducted in IOM Thailand/regional projects to identify best practices for replication.
  12. Design the format for performance reports in line with M&E guidelines and donors/UNCT requirements, review and analyze the monitoring reports and targets, identify the causes of potential bottlenecks in implementation and take corrective measures, where necessary.
  13. Participate in the selection of and monitor the work of consultants that are sub-contracted to conduct surveys and studies required for monitoring and evaluating projects/programme/strategy, in line with M&E guidelines and reporting guidance to be included in service providers’ contracts.
  14. Review the availability and quality of existing social and economic data related to the strategic areas defined by the Country Strategy and UN Development Cooperation Framework (UNSDCF), the methods for collecting them and the degree to which they can provide baseline statistics and reference for strategy monitoring and reporting.
  15. Participate in activities with external partners, UN and donors to facilitate access to M&E data to stakeholders, particularly in line with UNSDCF monitoring and reporting requirements.
  16. In coordination with the relevant units and Focal Points of the CO, ensure the application of the “do no harm” principle and promote Accountability to Affected Populations (AAP) approaches through awareness-raising and the development of effective accountability mechanisms, in line with IOM’s global standards.
  17. Keep abreast of internal framework for Monitoring, Evaluation, Accountability and Learning(MEAL) and Results Based Management (RBM) developments to ensure compliance with processes and strategies such as the Country and Regional strategies, IOM Institutional Questionnaire (IQ), IOM global M&E strategy, Strategic Results Framework (following IOM Global Vision), regional M&E planning tools and PRIMA-for-all standards.
  18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in M&E or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation;
  • Experience in project/strategy development and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in the country and in the Region;
  • Experience in organizing consultations, workshops, and seminars with high level stakeholders;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Excellent knowledge of monitoring and evaluation techniques including evaluative methodologies and results monitoring plans; and,
  • Knowledge of UN cooperation frameworks and bilateral donor programming requirements.

For this position, fluency in English is required (oral and written).
