PROGRAM OVERVIEW:
GOAL is an Irish international humanitarian organization founded in 1977 and currently operating in 14 countries working throughout the crisis to achieve resilience. GOAL supports local populations and actors to help them overcome crises and find long-term solutions. For GOAL, crises are defined as those in which local systems are unable to respond or continue functioning when faced with shocks and stresses.
GOAL works to understand these shocks and tensions; including conflict, climate change, environmental degradation, rapid unplanned urbanization, weak or unstable governance, inequality and forced displacement, all of which interact and threaten the health, security and well-being of populations affected.
GOAL is implementing a multi-year program to support and strengthen the capacity of local NGOs in Venezuela to provide quality maternal, neonatal and child health (MNCH) services and improve MNCH health knowledge, practices and outcomes, including in indigenous, mining and/or mining-affected communities. This position is open only to Venezuelan residents and citizens.
PURPOSE OF THE POSITION:
- The MERL advisor will work closely with the Project Director (PD) and technical leads to ensure that monitoring and evaluation, project collaboration, learning and adaptation, and research strategies are robust and support the results and objectives of the program. In collaboration with GOAL HQ and LATAM regional team and technical staff, the MERL advisor will monitor program results and be responsible for the quality and accuracy of technical results and reports. The MERL Manager will be based in Caracas, Venezuela and will report to the PD, and will collaborate and coordinate closely with MERL technical advisors at the regional and global levels.
KEY RESPONSIBILITIES/FUNCTIONS
- Collaborate with MERL senior advisors in the design and implementation of project monitoring and evaluation activities, including 1) the MERL project plan; 2) review and monitoring of project indicators; 3) baseline and continuous monitoring evaluations of the project; 4) oversight of routine and ad hoc data collection and analysis; 5) synthesis of data and reporting of study results; and 6) quality assurance and data auditing (e.g., routine DQA).
- Collaborate with MERL senior advisors in the design and implementation of the project’s research and evaluation activities, which may include community feedback mechanisms, performance evaluations, formative research, and qualitative studies.
- Support the use of collaboration, learning and adaptation (CLA) and adaptive management approaches to inform and improve project scheduling and continuous learning.
- Review, compile and aggregate service delivery data and statistics for reporting, quality control and examination of trends and areas for improvement.
- Conduct quarterly data review meetings with relevant local and central stakeholders, for adaptive learning and management.
- Work with the project’s Capacity Building team to support the documentation and evaluation of each NGO’s capacity improvements.
- Work with NGO representatives to develop and monitor a comprehensive referral system that allows the project to capture referral initiation, completion, and counter-referral data.
- Ensure privacy, personally identifiable information, and data protection protocols and processes are maintained.
- Develop and manage internal data systems to consolidate and present information and monitoring and evaluation indicators.
- Oversee the dissemination of information on successful and promising approaches, lessons learned and other project results to local, regional, national stakeholders, donors and other interested parties.
- Strengthen the capacity of staff and partners in monitoring and evaluation, data collection and management, and research and learning methods
- Ensure that research implementation adheres to project, GOAL, partner and donor policies and standards.
- Contribute to work plans, quarterly and annual reports, financial reports and other reports and products that summarize project results and evidence.
- Produce high-quality data visualizations to assist with learning and dissemination of results.
MINIMUM REQUIRED PROFILE
Vocational training:
- Master’s degree in public health, demography, sociology, epidemiology, biostatistics, psychology, international development or related field; o Bachelor’s degree with 5 years of acceptable experience in lieu of a Master’s degree
Professional experience:
- 5 years of mid to senior level experience in MERL related to MNCH/FP/HR/Large Scale Nutrition or other healthcare programs (7 years if you do not have a Master’s degree).
- Experience using online or cloud-based platforms or tools for digital data collection.
- Strong experience using qualitative and quantitative research, evaluation and/or evaluation methodologies, including focus groups, interviews and household surveys.
- Experience in developing, implementing and disseminating a learning agenda for internationally funded projects.
- Demonstrated experience in establishing target projects.
- Experience in reporting against standard and customized indicators of international health programs.
- Experience in project monitoring, including establishing indicators and monitoring indicators in relation to established objectives, with a preference for this experience with internationally funded projects.
- Experience in basic analysis of qualitative and quantitative data.
- Experience in developing and implementing project monitoring systems in developing countries and fragile contexts.
- Experience in conducting MEL-related capacity building activities for local partners.
- Experience in evaluating capacity building efforts.
- Experience in data quality assurance and/or conducting data quality assurance (DQA) reviews.
- Experience preparing reports for various audiences, including health programs and international donors.
Knowledge and skills
- Excellent knowledge of data collection protocols for quality data collection and verification.
- Exceptional ability to analyze multiple data sources to identify data trends and provide recommendations on project implementation.
- Demonstrated knowledge of the Venezuelan health context.
- Knowledge or experience with social behavior change approaches to improve health knowledge and practices.
- Knowledge of international health initiatives and related reporting requirements.
- Proven ability to work as an effective team member, including experience working collaboratively with headquarters and local NGO and CSO partners.
- Excellent oral and written communication skills in Spanish are required, English language skills are also desired.
- Possibility of working and traveling within Venezuela 30% of the time.
- It is desired to have knowledge or experience working with indigenous and/or mining communities or those affected by mining.
- Experience providing remote technical support for MERL.

COORDINATION
The professional will report to the area coordinators and coordinate with the other specialists.
