Cesvi in ​​Venezuela

Cesvi was present in Venezuela from 1998 to 2011 with emergency, rehabilitation and development interventions in the sectors of protection of children and women subject to sexual exploitation and with various interventions in agricultural production and distribution chains.

As of 2019, Cesvi reopened operations in Venezuela, in Caracas, guaranteeing direct support to women and adolescents who are survivors or at risk of sexual abuse and exploitation.

Description of functions

Logistics and purchasing management processes

  • Review, record and prioritize requests in terms of managing open purchasing processes:
    • Receive purchase requests.
    • Sending requests for quotes.
    • Perform offer analysis.
    • Issue purchase orders and contracts for the provision of services, civil works, consultancies according to procedure.
    • Obtains additional information/documentation as necessary; determines the availability of suppliers.
    • Compile consolidated information on the processes and present to the Logistics Coordinator for approval.
  • Monitors status of existing requests, maintains contact with suppliers to ensure timely delivery of goods and services, coordinates shipment of goods/products/equipment to community missions.
  • Produces bidding documents (invitations to bid, requests for proposals and requests for quotations) based on the nature of the requirements and the procurement cost involved.
  • Prepares bid summaries and compiles data contained in quotes, proposals and tenders to determine which supplier can deliver the required goods/services under the best conditions and lowest costs possible under the Cesvi purchasing manual.
  • Guarantee compliance with Cesvi’s purchasing and logistics policies for the selection of suppliers, and related documentation.
  • Ensures compliance with third-party contracting procedures, including procurement processes for Project implementing partners.
  • Execute operational processes to carry out logistical events together with contracted suppliers.
  • Ensure the constant availability of supplies/services/works in operation, such as office materials, transportation, etc.
  • Ensure adequate storage of purchased goods.
  • Maintain control of inventory entries and exits at the National and Regional level of each of the CESVI offices for their consolidation and issuance of Reports.
  • Supervises and controls the good condition of the equipment of the different projects, guaranteeing its condition according to the entrances and exits of the office according to field activities.

Report

  • Sends monthly and weekly reports, at the request of the Head of Mission, the Administration and Finance Coordinator, and the Administration and Finance Manager.
  • Manage traceability and reconciliation between orders, contracts and deliveries of the different goods purchased within the framework of the project, both for office operation and those intended for deliveries in project activities.
  • Update the monitoring of purchasing plans with lists of procedures applied by each procurement process per project.
  • Maintain an updated inventory of assets, including proper labeling of assets; document any loss or damage.
  • Ensure a timely and accurate flow of logistical documents with the Administrative and Financial Coordination and the Area Coordination.
  • Keep the supplier database updated.
  • Support the attention of audits regarding purchasing processes and management of assets and goods.

Transportation Management

  • Planning, organization and control of vehicles requested from the transportation provider, in terms of controlling routes, schedules, monthly costs, assignment of drivers, available vehicles and records related to all coordinated guidelines for the transfer of personnel.
  • Support logistics for visits by Cesvi personnel or other missions, events, meetings.
  • Organize the transportation of material and equipment for the activities to the places where they take place.

Liaison between the Program Area and Logistics

  • Ensures a common dynamic between support and program teams to achieve the best possible execution of activities.
  • Provides regular advice on procurement procedures to the program team.
  • Raise awareness about planning and anticipating requests.
  • Support in updating purchase plans
  • Raise awareness about the importance of expressing the need (technical specifications).
  • Participates in the training and exchange of experiences processes to which they are invited.
  • The other functions that are assigned by your immediate superior and that are related to the nature of the position.

Office and local equipment security

  • Supports the Head of Mission in the implementation of the security policy for the local office.
  • Report any security incident to the Head of Mission.
  • Support the monitoring of movements carried out by Cesvi personnel in Caracas.

Others

  • Participate in project planning, management and supervision meetings.
  • Report and alert of any anomaly in the project administrative process
  • Promote the principles of transparency, traceability, efficiency and optimization in the management of available resources.
  • Execute those tasks inherent to the position that are requested according to the situation and needs.

Profile

Essential attributes

Training:

Professional university studies in the areas of industrial engineering, operation management, administrative and financial management or similar.

Knowledge and experience:

  • At least 2 years of relevant procurement experience with at least 4 years of general work experience.
  • Experience in the acquisition of goods and supplies for humanitarian action interventions is positively valued, including sanitation, water and hygiene kits and provision of supplies for productive units.
  • Great attention to detail and ability to develop tracking systems
  • Strong communication skills and the ability to function well in an international and cross-cultural team environment.
  • Demonstrated ability to solve challenging and complicated administrative problems.

Skills

  • Capacity for synthetic and structured written expression.
  • Proactive and proactive attitude.
  • Ability to work with minimal supervision in a culturally diverse team.
  • Ability to develop productive working relationships with colleagues, partners, local authorities and other stakeholders.

  • Experience with projects financed by the Venezuelan Humanitarian Fund, United Nations Agencies and European Union Agencies will be positively valued.
  • Experience in contracting services and logistics processes will be positively valued.
  • Work experience in different areas of the country.
  • Good teamwork skills and communication and interpersonal skills.
  • Knowledge of project cycles and logical framework
  • Knowledge of the English language.

Contractual conditions

  • Location: Caracas, Venezuela
  • Contract duration: 4 months and 15 days with the possibility of extension depending on project financing
  • Expected start date: 01/15/2024
