COOPI Cooperazione Internazionale es una organización humanitaria laica e independiente italiana que lucha contra todas las formas de pobreza para mejorar el mundo. Fundada en 1965, hoy COOPI está presente en 33 países de África, América Latina y el Caribe y Oriente Medio, con proyectos tanto de emergencia como de desarrollo llevados a cabo por personal expatriad – una media de más de 270 personas al año – y personal nacional. Los principales financiadores institucionales son la Unión Europea – ECHO e INTPA – USAID, agencias de la ONU, el Gobierno italiano, autoridades locales y otros gobiernos europeos.

Descripción de COOPI en Venezuela

Desde 2019 COOPI establece una presencia en Venezuela para asistir a la población local tras el agravamiento de la crisis socioeconómica del país. A partir de julio de 2020, inicia un programa regional de respuesta a la crisis que se implementa en consorcio con organizaciones venezolanas para la protección de grupos vulnerables. En estos años COOPI ha ampliado sus intervenciones y actualmente ejecuta proyectos con diferentes donantes en Caracas, Sucre, Delta Amacuro y Bolívar en protección (GBV, Protección Infantil, Trata y tráfico de personas), salud sexual reproductiva, WASH (agua, saneamiento e higiene) y alimentación escolar.

Objetivo/descripción del puesto

COOPI planea reforzar el equipo de proyecto a través de la contratación de un Oficial de Logística, encargado/a de apoyar y gestionar los aspectos operativos y logísticos de las intervenciones asegurando el cumplimiento de los procedimientos de COOPI y de los donantes socios de la organización

Áreas de responsabilidad

Actividades Principales:

Planificación y control

  • Apoyar en la gestión de todos los aspectos logísticos relacionados con las operaciones de la delegación y con los programas/proyectos asignados, bajo la supervisión de la Coordinación País;
  • Contribuir en la aplicación en tiempo y forma de las herramientas institucionales y de los procedimientos logísticos de COOPI;
  • Apoyar a los Coordinadores de Proyecto en la elaboración de los planes de compras según los presupuestos asignados por proyecto, realizando seguimiento periódico de la planificación y desarrollo del mismo en aspecto logísticos;
  • Periodically update the organization’s supplier database, including evaluations, technical and market analysis according to the suppliers’ corporate purpose and performance;
  • Provide technical assistance to local partners’ staff on COOPI logistics management instruments and processes;
  • Assist in the preparation and presentation of provisional and final reports of assigned projects, also participating in the preparation of periodic expenditure forecasts.

Logistics Management

  • Manage the different phases of the assigned purchasing processes (approval, request and analysis of quotes, orders, contracts, purchase orders, payment management), according to the procedures established for each category of goods and services;
  • Organize the reception, storage and assembly, when required, of supplies and materials, as well as their transfer to delivery locations;
  • Ensure, in coordination with the administrative team, the registration and filing of documents relating to the acquisition, warranty, depreciation and maintenance of equipment and durable goods within the framework of the projects, as well as their transfer from one project to another and/or to direct beneficiaries and/or local counterparts;
  • Contribute to updating the inventories of fixed assets in COOPI facilities (offices and guest-house) and consumable goods;
  • Manage the correct maintenance of assets owned by COOPI or acquired by the projects, using corporate tools;
  • Support the Country Coordination in the periodic updating and application of the security plan for local and expatriate personnel; including the training of personnel for the timely understanding and application of the planned measures, in addition to ensuring that the same measures are respected appropriately;
  • Periodically inventory and stock, as necessary, hibernation kits, first aid kits and safety kits for vehicles, communication devices; ensure that staff know what is in the kits and how and when to use them;
  • Ensure compliance with quality and transparency standards according to the requirements of the organization and donors;
  • Conduct evaluations of the organization’s assets to ensure that minimum security conditions are met, maintaining a policy to prevent loss and damage to the organization’s assets.
  • Carry out those tasks inherent to the objectives of the position, which are requested by the Country Coordination team according to the context and needs of the projects executed by the organization.

Desired profile

ESSENTIALS

  • Professional studies (bachelor’s degree, postgraduate or master’s degree desirable) in Logistics, Commerce, Supply Chains, Engineering, Economic Sciences, Business Administration and/or similar;
  • Experience of at least 3 years in administrative logistics functions in NGOs and/or companies;
  • Demonstrable experience in purchasing and inventory management, as well as knowledge of the main management systems and programs;
  • Experience in dealing directly with suppliers and commercial counterparts;
  • Ability to work autonomously and under pressure, in highly complex contexts;
  • Excellent teamwork capacity, in multicultural environments and with multidisciplinary teams;
  • Honesty, proactive and decisive attitude, common sense, analytical skills and discretion;
  • Flexibility and willingness to travel within the country;
  • Respect for the organization’s charter of values ​​and humanitarian principles;
  • Spanish language;
  • Management of computer and office tools;

DESIRABLE

  • Experience in the field of humanitarian aid and/or development cooperation;
  • Experience in systematizing processes and preparing documents and reports;
  • Experience in supervising or accompanying local partners and counterparts;
  • English language highly valued;
  • Capacity to work under pressure;
  • Ability to organize work independently and prioritize tasks.
  • Venezuelan nationality
  • Current driver’s license
