Senior Manager, Portfolio Performance At GAVI Alliance

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. THE ROLE
The Senior Manager will design and lead the Gavi Alliance portfolio monitoring and performance management, including management of the Partnerships Team and the High-Level Review Panel.

MAIN DUTIES

Acting as the Secretariat focal point for designing and leading Gavi’s Portfolio Performance Governance and ensuring Secretariat and Alliance Accountability for achieving Gavi’s strategic objectives, the Senior Manager will be responsible for enabling oversight of the performance of Gavi’s funding streams to ensure all funding levers contribute to meet Gavi’s strategic objectives. This will include developing and overseeing implementation of a strong system of progress reviews at the country and global level to facilitate performance management through the Alliance wide Partnerships Team and High-Level Review Panel (HLRP).

Key responsibilities will include:
• Lead on development and implementation of a new HLRP and Partnerships Team governance system that ensures a holistic and robust review of all Gavi support types is institutionalised in a differentiated manner and drives the organisation towards results;
• Enable the Partnerships Team and HLRP to provide strategic guidance and direction to ensure effective partnerships are built and leveraged to accelerate Gavi 5.0 goals, and that resources for partnerships are appropriately allocated;
• Ensure excellent monitoring of all Gavi funding levers and coordinate results framework reporting at portfolio level and country level including for key Alliance partners (e.g., WHO, UNICEF);
• Establish system to ensure ownership of key actions arising from the Partnerships Team and HLRP meetings and ensuring accountability for their follow-up;
• Lead preparation of all Partnerships Team and HLRP meetings, including strategic content design and facilitating the engagement and relationship management with key Partnerships Team and HLRP members ahead of the meeting (WHO, UNICEF, USAID, FCDO, BMGF, others);
• Design and reinforce a system for progress reviews at country level (e.g., Joint Appraisals), ensuring their implementation is in-line with Gavi’s differentiated portfolio management approach;
• Provide overall guidance and structure to the work of the Portfolio Performance Governance sub team to support delivery of Gavi’s 5.0 strategy.
The Senior Manager will pay particular attention to fostering a spirit of collaboration and shared responsibility within the Gavi Secretariat and Alliance partners.

ACADEMIC QUALIFICATIONS

• Advanced degree in business administration, public health, medicine, public policy, economics or international development required.

WORK EXPERIENCE

• At least 8 years of professional experience in the field of strategy, organisation and/or management preferably of international development institutions required;
• At least two years working in grant management with a results-focused funding organisation preferred;
• Experience working in a top tier management consulting firm preferred;
• Experience in working with and engaging senior leaders (C-level) essential;
• Experience in Global Health and/or the non-profit sector a must.

SKILLS

• Structured strategic thinking with excellent knowledge of Global Health and development;
• Exceptional people skills including relationship development at senior levels, and ability to influence outside of formal hierarchical structures;
• Experienced people manager with track record for enabling a learning culture;
• Excellent analytical and project management skills;
• Excellent writing, presentation and communication skills;
• Ability to work in a multicultural environment and establish working relationships with multiple teams;
• Ability to work independently, under pressure, demonstrating initiative and flexibility.

LANGUAGES

• Fluent in English; French is a plus.
