Social reintegration officer at Chemonics

Chemonics seeks a social reintegration officer (equivalent of a technical program manager)for the Supporting Moderate Education in Syria program, referred to as the Injaz program. The Injaz Program is funded by the U.S. Department of State Bureau of Near Eastern Affairs (NEA) and assists children and youth in northeast Syria with limited or no access to education since the start of ISIS occupation in 2013. The social reintegration officer will serve as technical focal point for social reintegration activities and coordinates closely with local partners implementing activities and an external Technical Advisory Board with PVE subject matter experts. This position will be located in Kabul, Afghanistan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provides technical expertise in preventing violent extremism, social and economic reintegration of youth affected by violent extremism, youth engagement, peace-building, and other related topics
  • Reviews all data including baseline and end line results, identifies and communicates trends with partners and the external Technical Advisory Board
  • Captures best practices, compiles lessons learned throughout the lifespan of the project, and draw specific recommendations to inform future program design in a similar context.
  • Prepares technical reporting on social reintegration for quarterly report and ad hoc donor reports; also prepares technical presentations for donor and external audiences
  • Works with chief of party to revise project’s social reintegration manual and PVE curriculum, based on project learning and inputs from partners and Technical Advisory Board
  • Leads the oversight of partners’ implementation of all social reintegration activities and ensures activities are effectively implemented and in accordance with grant documents, risk assessments, work plans and budgets
  • Supports partners in tracking payments and expenditures in accordance with the approved grant budgets; support them in producing monthly financial reconciliations; and reviews all payment request packages including the review of partners’ technical documentation required to release payments
  • Ensures compliance with Chemonics and donor grant-making regulations, using the project’s grants manual
  • Ensures that data reported by partners in trackers and monthly reports are accurate and without discrepancies; ensure that partners upload data accurately on a regular basis
  • Supervises and advise on the development of data collection tools and systems needed for the implementation of the project’s results monitoring plan (RMP) specific to social reintegration
  • Identifies key information from routine monitoring to share with partners and the Technical Advisory Board to foster active learning
  • Supports the project in conducting, analyzing and reporting on baseline and end line data
  • Demonstrated leadership, versatility, and integrity

Qualifications:

  • High school diploma required; university degree preferred
  • Familiarity with violent extremism, peacebuilding, conflict mitigation and post-conflict interventions
  • Familiarity with concepts and issues related to violent extremism in MENA
  • Strong research, writing, outreach and communications skills
  • Ability to collect, organize, and analyze data
  • Demonstrated analytical ability and understanding of local and regional political context, with the ability to think creatively in conceptualizing relevant activities
  • Computer/software literate (Microsoft Office, SharePoint, etc.)
  • Ability to work in a team and independently with minimal supervision
  • Demonstrate leadership, versatility, and integrity
  • Arabic fluency required
