Taqarib/Libya Local Governance and Civil Society- Civil Engineer (Benghazi)

Project Background:

The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:

  1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
  2. Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
  3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
  4. Inform Programming through a robust learning and analysis agenda.

Purpose:

The Civil Engineer will report to the Objective 1 Lead. The Civil Engineer will be responsible for planning, designing, and managing construction projects that LGCS/Taqarib project is implementing.

Responsibilities and Key Tasks:

The Civil Engineer’s responsibilities and key tasks will include:

· Discussing requirements with the client and other professionals to include municipalities and the Objective 1 Team Leader

· Analyzing survey, mapping, and materials-testing data with computer modeling software. Must have a working knowledge of GIS.

· Drawing up blueprints, using computer aided design (cad) packages

· Judging whether projects are workable by assessing materials, costs, and time requirements

· Assessing the environmental impact and risks connected to projects

· Preparing bids for tenders, and reporting to clients, public agencies, and planning bodies

· Managing, directing, and monitoring progress during each phase of a project

· Making sure sites meet legal guidelines, and health and safety requirements.

· Ability to design Scope of Work, conduct pricing in the local markets

· Ability to review Environmental requirements and documents all workflow

Qualifications:

· Relevant civil engineering degree (equivalent to bachelors degree) and with chartered status preferred.

· At least 6 years of professional experience in Civil design engineer; experience in optioneering, estimating, and front-end design; with understanding of whole design lifecycle.

· Knowledge of design and modifications to civil structures, assessment of steel structures, playgrounds, and sport courts

· Knowledge and application of Eurocodes essential.

· Proficiency in Staad Pro, or equivalent design package.

· Familiar with stakeholder engagement and management within optioneering and design.

· Able to work collaboratively with other discipline designs at peer level.

· Chartered membership of an appropriate institution.

· Experience with international donor-funded projects or international organizations preferred.

· Oral and written fluency in English and Arabic.

Location and Reporting:

The Civil Engineer will be based in Benghazi, Libya and will closely work with Objective 1 team.
