Organization
3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.
Context
The main objective of this project is to strengthen coordination among humanitarian actors through the analysis, evaluation, and provision of synergistic information management services. This initiative will promote information sharing among humanitarian actors to improve decision-making and optimize response capacity.
EVIDEM organizations will share their experiences, knowledge, and lessons learned to achieve this goal. The proposed activities, along with the expertise of each organization in the consortium, not only complement each other but also align with Flagship Initiative 1, establishing a collective coordination structure for information management to serve humanitarian organizations. This will facilitate a people-centered approach, ensuring that their priorities, needs, and capacities are at the heart of all actions.
Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize tools, technologies, platforms, and best practices in information management to respond more effectively to humanitarian crises.
Description of Services
The individual providing these services will be responsible for delivering specialized technical services in humanitarian information management, through the design, analysis, and presentation of information products that support strategic decision-making. The consultant will be responsible for organizing and developing data collection, processing, and analysis processes, ensuring that the resulting products are timely, accurate, accessible, and understandable for both technical audiences and the general public.
Additionally, the consultancy includes technical coordination with various sectors and humanitarian organizations at the local and national levels, in order to facilitate an adequate flow of information, contribute to making humanitarian needs visible and strengthen the quality, consistency and impact of analyses, reports and information products related to emergency situations.
Activities
- Planning and Coordination
- Develop the consultancy work plan in technical coordination with the Project Manager (PM), ensuring timely responses to information requests and requirements from clusters, sectors, Local Coordination Teams (LCTs), and other partners in the humanitarian architecture in Colombia. The final list of deliverables will be defined based on this plan and according to the needs established by each cluster.
Deliverables may include, among others, infographics, dashboards, presentations, newsletters, and/or information systems, developed in collaboration with the 3iS team. - Participate in technical meetings convened with strategic partners of 3iS and the EVIDEM consortium, when required, in order to coordinate and plan the requested information products and services.
- Act as a technical liaison between humanitarian partners at the local and national levels, as well as with international organizations, to facilitate data exchange and ensure consistency in information management processes.
- Participate in 3iS cross-functional team meetings and in the knowledge management spaces defined for this purpose.
- Attend in-person sessions when required for the proper execution of information products and services.
- Conduct field missions, when requested by clusters, sectors, ELCs or other partners of the humanitarian architecture in Colombia, with the purpose of making visible the humanitarian situation and the response of the actors, through the compilation, processing, analysis of data and the development of information products oriented to decision-making
- Information Collection, Processing and Analysis
- Receive, verify and process informational documentation related to humanitarian situations and emergencies.
- Compile, cleanse, process and analyze information from existing databases or databases created specifically in response to requests from clusters, sectors, ELCs or other strategic partners of the humanitarian architecture in Colombia.
- Enter information into humanitarian databases (Monitor, ERT or others that may be defined), and carry out the monitoring and permanent updating of the documentary information contained therein.
- Identify, establish and manage information exchange flows with key actors in the humanitarian system.
- Apply innovative methodologies, including the use of artificial intelligence, data mining and advanced analytics, to strengthen the processes of analysis, interpretation and visualization of information.
- Develop and update databases for the continuous monitoring of the humanitarian response.
3. Development and Presentation of Information Products
- Design reports, analytical reports, and visual products that facilitate data interpretation by both technical and non-technical audiences.
- Prepare analyses on humanitarian needs, monitor the response and operational capacity of the organizations involved, from a national and territorial perspective.
- Develop information products in response to the specific requirements of different clusters and sectors.
- To develop informative documentation products that make visible needs, gaps and responses in humanitarian emergency contexts.
- Develop information visualizations and contribute to the updating of informational materials, such as web pages, newsletters, brochures, or other similar products.
- Present information products at technical meetings and coordination spaces with key actors in the humanitarian system.
- To address inquiries from multiple stakeholders, including humanitarian organizations, authorities, and other partners, regarding the products and information analyses developed.
4. Monitoring and Evaluation
- Register, validate and monitor key performance indicators related to information products and services.
- Ensure the timely delivery of information products according to the agreed work schedule, which must correspond to the requests received through EVIDESK or other established channels.
- Prepare monthly progress reports that include statistical analysis, key findings, and strategic recommendations.
- To contribute technically to the development and strengthening of monitoring and evaluation strategies associated with the management of humanitarian information.
MINIMUM QUALIFICATIONS:
Education
Professional with a university degree in statistics, mathematics, data science, economics, or related fields. Postgraduate studies or additional training in data science or related fields (Desirable)
Experience
To be eligible, the applicant must have at least three (3) years of proven experience in activities similar to those described in these Terms of Reference, particularly in information management, data analysis, coordination and humanitarian affairs, in emergency or humanitarian response contexts.
Experience in the following will be valued: Obtaining, processing and analyzing primary and secondary information; developing analytical processes and writing technical and informative reports; preparing information management products, such as rapid updates, situation reports, information notes, humanitarian alerts and risk analyses; humanitarian operations and humanitarian coordination on the ground (desirable); preparing analytical inputs or reports for donors and for high-level visits to humanitarian operations (desirable).
Technical Skills
- Experience in the management of information systems and databases applied to humanitarian contexts.
- Strong skills in data analysis and interpretation of quantitative and qualitative information.
- Knowledge of statistical tools for data analysis, such as SPSS, SAS, STATA, R or other relevant packages.
- Knowledge and experience in the use of data visualization tools.
- Advanced proficiency in office tools, with emphasis on Microsoft Excel.
- Ability to work under a results-oriented approach, through the fulfillment of objectives, quality standards and management indicators.
- Experience using humanitarian databases and platforms will be valued.
Languages
Fluency in Spanish (spoken and written) is required, and intermediate knowledge of English is desirable.
