Founded in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation, and development programs in the areas of water, hygiene and sanitation, food security and livelihoods, protection, and education. TGH currently works in
13 countries in Africa, Europe, and Asia.
TGH in Chad
TGH has been present in Chad since November 2023, with a main office in N’Djamena and operational offices in Guereda and Amdjarass. In the Wadi Fira province,
TGH distributes agricultural kits, provides educational and psychosocial support, and conducts water, hygiene, and sanitation activities with the support of private foundations and public institutions (ECHO, CDCS, IFSAN) through an approach that seeks to include host, returnee, and internally displaced populations. TGH also receives institutional funding from FHRAOC and is expanding its activities in the Ennedi East province in the WASH sector, benefiting both refugees and host communities.
The current team consists of 4 expatriates and approximately 35 national staff, spread across the various operational bases of Adré, Guéréda/Iriba and Amdjarass.
General objectives of the position (in brief)
With the TGH mission in Chad having been under development for a year, the Logistics Coordinator will be responsible for developing and structuring the Chad logistics service in N’Djamena and at field locations, with the objective of implementing all the necessary logistical tools for the development of activities in Chad. More generally, the Logistics Coordinator is responsible for the implementation and coordination of mission logistics. They ensure compliance with logistical rules and procedures and participate in the implementation of the national compliance strategy. They support logistics managers and project managers in mastering tools for anticipating logistical needs. They participate in the organizational updates of the mission and advise the coordination team during needs assessments for funding requests.
His main responsibilities are:
DEFINITION AND IMPLEMENTATION OF AN EFFECTIVE LOGISTICS ORGANIZATION FOR THE MISSION
- Develop the logistics strategy for the mission.
- Working in close coordination with the finance/admin/HR and program departments.
SUPPORTING THE DEVELOPMENT OF INTERVENTION AREAS
- Ensure the development of operational bases in Guéréda, Amdjarass and Adré.
- Anticipate logistical needs for the potential opening of new operational bases, particularly in Iriba and in the south of the country.
NATIONAL LOGISTICS COORDINATION
- Respect the logistical commitments made to the donors.
- Ensure that logistics operations comply with internal procedures.
- Plan needs, propose a budget and track expenses on logistics lines.
- Manage and optimize all logistics activities: supplies, stocks, equipment, general services, vehicle/transport management, IT/communication.
MANAGEMENT OF INTERNATIONAL TRANSPORT AND PURCHASING IN CONNECTION WITH HEADQUARTERS
- Carry out international purchases in coordination with headquarters.
- Organize international transport and receive and ensure customs clearance of goods.
TEAM MANAGEMENT
- Supervise the logistics team dedicated to the mission.
- Train the team on TGH procedures (supply chain, inventory management, transport, etc.) and TGH tools (purchase requests and tracking, inventories, monthly reports, etc.).
- Implement a capacity-building strategy for the logistics team.
LOGISTICS COORDINATION WITH PARTNERS
- Participate in strengthening the capacities of partner CSOs in the implementation of projects.
- Ensure external coordination for logistical aspects (inter-NGO meetings, Logistics cluster, HULO, Atlas, etc.).
- Prepare the logistical part of the “proposals” and donor reports in a timely and high-quality manner.
SECURITY/ACCESS MANAGEMENT (in close coordination with the Country Director)
- Participate in the development of standard operating procedures (SOPs) for all locations where TGH employees are present.
- Manage the implementation of the logistical safety and security measures defined in the mission’s security plan.
Challenges and priorities for the first 3 months
- Develop and ensure a logistical strategy between the Chad and Sudan missions, in order to:
– To search for and set up a base in Adré for cross-border movements.
– Pool and streamline intermission support logistics costs, while ensuring efficiency.
– Manage the relocation of the N’Djamena offices that house both missions.
– To put in place a strategy to facilitate the transport and security of teams between Chad and Darfur.
- Regularly monitor, support and advise local partner NGOs on logistical aspects; compliance with purchasing procedures, conformity of archiving files, stock and equipment management, drafting of bills of quantities (BoQ), etc.
- Launch tenders for supplies and construction related to new projects in Wafi Fira and Ennedi East.
- Support and strengthen the capacities of logistics staff in procurement management, inventory management, transport, and IT.
Safety, living and working conditions
Living conditions in N’Djamena are relatively comfortable, with access to supermarkets, sports clubs, and restaurants/bars. Expatriates have access to secure housing with reliable internet. Living conditions in the field are more basic. There are regular flights to and from Chad to regional destinations.
Desired profile
- Experience of at least three years in NGOs in logistics manager positions.
- Experience in a logistics coordinator role within an NGO is highly desirable.
- Experience in security management in unstable security contexts.
- Arabic and English are assets.
- Proficiency in computer tools (including Excel and Word).
- Ability to be a leader and empower one’s teams.
- Ability to set up and deliver training programs.
- Ability to live and work in an unstable security environment.
- Excellent organizational, planning, and anticipation skills.
- Sense of diplomacy and ability to work independently.
Employment conditions
Location : Chad – position based in N’Djamena, with regular travel to Wadi Fira, Ennedi East and Ouaddaï.
Duration: 6-month contract subject to funding, starting in December 2026
Terms :
- Employment contract under French law
- Gross monthly salary of €2,369 to €2,884 depending on experience
- Monthly per diem of €750
- 100% medical coverage + repatriation insurance + life insurance
- Accommodation and international and local transport will be provided as part of the mission.
- Rest policy: RnR of 6 working days at 3 and 9 months + allowance of €930 –
25 days of paid leave per year (transportation covered by TGH every 6 months) - Position not open to family relocation
