Logistics Manager – Emergency Unit (M/F) At Doctors Without Borders

MISSION

Reporting hierarchically to the Unit Manager and functionally to the Operational Logistics Manager, the main activities of the job are as follows:

As a member of the cell team:

  • Participate in defining the objectives of the programs of the countries within your cell.
  • To be involved in cross-functional projects.
  • To be in contact with other MSF sections for the sharing of local information and best practices.

To ensure compliance with policies and procedures adapted to the field:

  • Ensure the dissemination and compliance with policies and procedures within its scope.
  • Inform the unit about the technical and supply challenges of the programs

Being responsible for the logistics of the countries within the cell:

  • Propose non-medical programs (WASH, construction, shelters, NFI).
  • Make explicit the technical constraints of one’s profession that may affect actions.
  • Mobilize the support teams (technical and supply) and verify that the support is adapted to the country’s context.
  • To provide support to missions in case of an alert.

Participate in the management of security and risk reduction for missions:

  • Participate in environmental risk analysis and monitor the context of missions.
  • Ensure the use of security incident tracking tools by field teams.
  • Participate in the analysis and capitalize on security incidents of the missions for which they are responsible.

To be responsible for monitoring and analyzing one’s activity:

  • Monitor and evaluate the progress of activities.
  • To ensure the flow of information necessary for managing its activity.
  • Evaluate and analyze the logistics activities (technical and supply) of programs and missions. Transmit this information to the Operational Logistics Manager and the Supply Manager.
  • Participate in the preparation of the budget and revisions.

Functionally manage the field teams within their area of ​​responsibility: logistics coordinator

  • Supervise, advise and support the Logistics Coordinators.
  • Participate in the guidance and evaluation of their work in collaboration with the Head of Mission.
  • Ensure that the programming defined by the logistics coordinator is aligned with operational objectives.
  • Advisor for the composition of organizational charts.

Skills transfer and capitalization:

  • Ensure the capitalization of knowledge and methods acquired in the field, and write up feedback.
  • Monitor and evaluate the deployment of new practices or equipment in its missions.
  • Participate in the training of logistics personnel in the field or during international sessions.
  • Participate in the development of logistics professionals and the identification of future managers.
  • Participate in the selection of logistics coordinators for the missions they are responsible for.
  • Conduct briefings and debriefings for logistics personnel.
  • Participate in the briefings and debriefings of the coordinators.
  • Ensure the upgrading of its technical and supply skills through internal or external training.

Desired profile:
Experience:

  • Significant field experience as a Logistics Coordinator and Field Logistics Project Coordinator is essential.

SKILLS :

  • Knowledge of logistics techniques and tools.
  • Concepts in project management.

Employment conditions

Status: Permanent full-time contract. Management position, based in Paris with travel to MSF field sites required (3 trips per year on average for a total of 6 weeks).

Compensation and benefits:

  • €50,800 gross annual salary over 13 months
  • 22 days of RTT (reduced working time) per year
  • Working remotely according to MSF’s rules (2 days/week).
  • Health insurance covered 100%
  • Meal vouchers worth €12 (60% covered by MSF)
  • 50% reimbursement of public transport pass (weekly, monthly or annual) OR bicycle mileage allowance (€0.25 per km, limited to €450 per year)
