My Memo F/H At Doctors Without Borders

A CMMS (MEMO) application for tracking equipment and its maintenance has been deployed across all MSF field sites since 2018. Within the field support team, a designated contact person at headquarters serves as the Fleet Management Coordinator. A Mobile Implementing Officer (MiO) completes the team.

MISSION

The MIO travels to the projects in order to:

1. Contribute to user training on-site or off-site (with a focus on the role of the mission focal point),
2. Support teams during major project openings or reorganizations (increase or cessation of activities),
3. Carry out new deployments if necessary.

Between missions, the MIO participates in the continuous improvement of the tool and assists the Fleet Management Referent in his functions as application administrator and/or on specific files (workshops, webinars, etc.).

Main responsibilities

Conduct site visits organized around three main themes:

  • Responding to support requests from the field and/or the cells
  • Opening/closing of emergency or regular projects
  • A visit was initiated following a deterioration in the use of the tool.

Prepare the visit in collaboration with the Park Management Officer:

  • Ensure that an appropriate HR and logistical organization is in place around the tool.
  • Perform a data check and clean it up if necessary.
  • Organize training (group and individual) and/or prescribe appropriate training tools (e-learning) for MEMO users.
  • Implement and manage the support pathway for the Focal Point designated by the mission
  • Verify that users understand and use the tool correctly.
  • Write a visit report
  • Report user requests and any anomalies encountered to the Fleet Management Officer.

Contribute to improving the tool:

  • Report and track anomalies in collaboration with the Fleet Management Officer
  • Participate in the formalization of change requests.

Contributing to training:

  • Ensure consistency between the different training tools and MEMO: e-Learning, practical guide and MEMO interface
  • Contribute to the organization of distance learning sessions using different approaches (workshops, webinars, etc.)
  • Propose improvements based on user feedback gathered during field visits.
  • Participate in training courses at the Jacques Pinel Training Centre (CJP) as a facilitator.

Participating in the development of cross-functionality:

To link the different actors involved in the use of MEMO: field users, POS technical referents, RTRs, logistics coordinators, Logistics managers of cells, Logistics Department.

Ensure backup of the Tool Reference in case of absence:

  • Briefings and debriefings
  • Support terrain
  • Tool settings

Monitoring in-depth files between two field missions:

Project(s) related to training; Project(s) related to the tool.

Key contacts:

The MIO will work under the supervision of the Fleet Management Officer.

Key contacts: field users, POS technical contacts, RTRs, logistics coordinators, Logistics managers of cells.

On the ground he reports functionally to the Park Management Officer and hierarchically to the Country Logistics Coordinator.

Desired profile

Experience :

Minimum 3 years of significant experience as a field logistics specialist with OCP.

Experience in the field of training is a plus.

SKILLS :

  • Proficiency in the operation and use of the CMMS (MEMO) tool is a prerequisite.
  • Knowledge of MSF field logistics processes
  • Knowledge of database management
  • IT skills, data processing, Excel
  • Skills in fleet management

Aptitudes :

Rigour/organisation, pedagogy, analytical and synthesis skills, ability to work in a team,

Autonomy, patience and flexibility

Languages: French level B2 – English level B2

Employment conditions

Status: Fixed-term contract of 6 months, full-time. Field position, remuneration level 12 according to the MSF field salary scale and based on seniority and relevant experience for this position.

Conditions: 70% of the time spent in our field operations and 30% at headquarters/or remotely (Paris, occasional teleworking possible). Accommodation, travel, and per diem expenses are covered during visits and stays at headquarters.
