Who we are?
IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters and epidemics regardless of race, religion, gender or political affiliation.
IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria.
IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host community through 20 healthcare facility and other health and nutrition projects
During last year, IDA has provided 1.2 million services in Heath, Nutrition, WaSH and Camp Management
Position Overview:
The MEAL Manager leads the design and implementation of all MEAL systems for Independent Doctors Association (IDA) in Syria, ensuring program quality, accountability, and evidence-based decision-making. This role oversees the M&E and IMU teams, drives organizational learning, and ensures compliance with donor and humanitarian standards. The MEAL Manager works closely with the Country Director, Director of Programs Development and Partnerships, and technical/program teams to align MEAL strategies with IDA’s mission.
Specific responsibilities:
1. Leadership & Strategy
- Develop and implement IDA’s MEAL framework, policies, and tools in line with humanitarian standards (CHS, Sphere).
- Lead the MEAL Department, including recruitment, capacity building, and performance management for M&E and IMU staff.
- Represent IDA in cluster meetings (Health, M&E) and with donors on MEAL-related matters.
2. Monitoring & Evaluation
- Design and manage real-time monitoring systems to track program outcomes (quantitative/qualitative).
- Conduct field audits (20% travel) to verify data accuracy and program impact.
- Lead evaluations (baseline, mid-term, endline) and ensure findings inform program adaptation.
- Supervise the development of indicator trackers, dashboards, and donor reports.
3. Accountability to Affected Populations (AAP)
- Strengthen feedback mechanisms (e.g., hotlines, community committees) for beneficiaries.
- Ensure complaints are logged, analyzed, and addressed per IDA’s PSEA and safeguarding policies.
4. Information Management
- Oversee the IMU team in data collection, analysis, and visualization (Power BI, KOBO, CommCare).
- Ensure all project data is disaggregated (gender, age, disability) and stored securely.
5. Learning & Knowledge Sharing
- Organize quarterly learning reviews with program teams to document best practices.
- Produce case studies and lessons-learned reports for donors and internal use.
6. Coordination & Reporting
- Directly collaborate with the Director of Programs Development and Partnerships to:
- Align MEAL activities with needs assessments and proposal development.
- Meet donor reporting requirements.
- Daily communication with technical teams, program coordinators, and project managers to integrate MEAL into implementation.
- Submit biweekly MEAL reports to the Country Director with actionable recommendations.

- Master’s degree in Monitoring & Evaluation, Public Health, Statistics, or related field.
- 5+ years in MEAL management in humanitarian settings (health programs preferred).
- Proven experience with health data systems (DHIS2, EPI Info) and GIS mapping.
- Familiarity with Syria’s health cluster indicators and reporting systems.
- Advanced data analysis (SPSS, Excel, Power BI).
- Expertise in accountability mechanisms (CHS, Core Humanitarian Standard).
- Fluency in Arabic and English (written/spoken).
- Leadership in high-pressure environments.
- Strong negotiation skills with stakeholders (communities, local authorities).
- Ability to translate complex data into programmatic recommendations.
- Exceptional competencies in writing, communication, and facilitation
