Doctors of the World is an international medical development NGO and part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world.
We want universal health coverage where everyone has access to care, without barriers (financial, cultural, geographical, etc.).

THE ESSENTIALS
- The project
The Humanitarian Hub is a consortium of NGOs currently led by Doctors of the World, the Belgian Red Cross, and the Citizen Platform for Refugee Support. The project was launched in September 2017 to address the growing needs of particularly vulnerable migrants. Each organization pursues complementary objectives to meet the needs of homeless people in Brussels by providing them with access to essential multidisciplinary services, support, and tailored guidance.
- Purpose of the function
As a Monitoring and Evaluation Specialist, you are responsible for collecting, analyzing, and reporting data from the Hub, with the dual objective of continuously improving the quality and relevance of services and generating the knowledge necessary for advocacy. Within the framework of the 2026-2027 strategy, your role comprises three distinct and complementary functions: (1) building and maintaining rigorous and up-to-date knowledge of the people served, including their profiles, needs, and underrepresented groups, in order to establish the baseline that the Hub currently lacks; (2) producing cross-cutting analyses that enable Steerco and the teams to adjust services based on real data; and (3) supporting the advocacy efforts of the three consortium organizations with consolidated and contextualized data. You operate within a demanding consortium framework, at the interface of three organizations with distinct institutional cultures, and you play a central role in harmonizing data collection practices across services.
TASKS AND RESPONSIBILITIES
As the monitoring and reporting expert ,
Build and maintain the Hub’s monitoring strategy, in line with the priorities of the 2026-2027 strategy, in order to produce analyses useful for adjusting services, governing the consortium and advocacy.
Examples of tasks:
- Centralize data shared by all departments and produce consolidated reports on a monthly and/or quarterly basis, cross-referencing data between departments to produce a comprehensive view of the public and its needs, going beyond department-by-department reporting.
- Based on the reports developed, provide an analysis for the teams regarding operational guidelines.
- Based on the reports developed, provide an analysis for the coordination team and SteerCo to inform advocacy strategies; to this end, mobilize relevant secondary data (Fedasil, Bruss’Help, Vluchtelingenwerk, etc.) to contextualize the Hub’s internal data.
- Produce the project’s annual activity report based on data collected and shared within the project, in collaboration with the coordination team and SteerCo, for donors and as a communication tool for external partners.
- Harmonize data collection from different teams/partners and ensure compliance with related technical and legal constraints in order to obtain quantitative and qualitative information regarding project execution
- Assess data collection needs based on project developments and context (legal, migratory, financial) and support teams in setting up and/or updating data collection
- Revision and consolidation of thematic indicator libraries
- Implementation and updating of the data collection system, monitoring tools (M&E plan) and surveillance system with the operational teams
- Training teams on monitoring and reporting tools and best practices
- Supporting teams in the operational and strategic translation of analyses
- Produce the consolidated public profile of the Hub (a periodic cross-cutting report), a document separate from the activity report, organized by audience dimension (demographics, living environments, life paths, underrepresented groups, changes over time, protection risks) and serving as a baseline for steering the strategy
As an Assessment and Learning Officer :
You centralize needs, identify priorities, and take the necessary actions to provide information useful for operational guidance and project strategy. Working with the Community Engagement Manager, you are responsible for accountability to users and for promoting best practices.
Examples of tasks:
- Involve users in the design of needs and satisfaction assessment tools, and regularly consult with the public using the project to ensure that the services meet their actual needs.
- Organize surveys and focus groups to better understand the beneficiaries and their trajectories.
- Depending on internal needs, solicit or respond to requests from external partners to conduct studies as needed, in accordance with evolving circumstances.
- Participate with the SteerCo and the teams in discussions on the evolution of projects and the programming and/or reorientation of new projects
- Participate with the SteerCo and the teams in the work of capitalizing on data and content produced or coming from partners
- Produce tools and implement the collection of user feedback on their satisfaction and areas for improvement in the project’s services.
- Monitor activities by implementing feedback mechanisms, organizing project evaluations, and providing evidence of best practices and lessons learned.
As the Reporting and Evaluation Focal Point :
You centralize questions related to these themes and support the teams and the SteerCo with your expertise and the information at your disposal in order to contribute to capitalization and informed decision-making on the direction of projects as well as the search for innovative solutions.
Examples of tasks:
- Centralize support and training for teams to improve monitoring and evaluation practices
- Supervising interns/volunteers for MEAL activities
- Evaluate the consistency of the research requests received with the research needs of the project
- To be the point of contact, to support and monitor the students’ research projects on the project
YOUR PROFILE
- Education: Master’s level degree in political science, sociology, qualitative methods, statistics…
- At least two years of experience in research, quantitative analysis or project evaluation
- Strong computer skills including advanced proficiency in MS Office applications such as Excel
- Strong written and oral communication skills
- Knowledge of the Brussels, Belgian, and international context, sector, and stakeholders; familiarity with the dynamics specific to migration contexts and populations in situations of administrative precarity
- Sense of initiative, diplomacy, anticipation, negotiation and creativity; flexibility
- Ability to work within a consortium framework — at the interface of several organizations with distinct institutional cultures and reporting logics — while maintaining a neutral and collaborative stance; experience or strong aptitude for inter-institutional negotiation
- Attention to detail, excellent organizational skills, ability to prioritize multiple tasks and complete them accurately and efficiently
- Languages: Fluent in French; reading and writing proficiency in English is essential
