JOB DESCRIPTION

The MEAL Senior Officer plays a pivotal role in establishing, standardizing, and maintaining robust MEAL systems across the organization’s global programs.

The position focuses on supporting CESVI operations – particularly ongoing and new humanitarian response operations – while contributing to the strengthening of CESVI MEAL in Emergencies system in accordance with MEAL global tools, guidance and standards.

The collaboration will start in August 2026.

The MEAL Senior Officer reports to the MEAL&TA Manager. S/he will collaborate with the programme staff in Country Missions. It functionally coordinates with the MEAL Functions appointed at Country level, where appointed.

The MEAL Senior Officer’s activities may be carried out from CESVI HQ or remotely (from home). The position is expected to involve approximately 50% of working time on missions to CESVI’s countries of operation. CESVI reserves the right to request participation in periodic in-person meetings, training sessions, or other work-related events at its Bergamo and/or Milan offices, depending on the actual needs arising from the assigned activities and the coordination requirements with the MEAL&TA Manager.

Main Responsibilities

•Coordinate/ provide substantive inputs for the development and administration of assessment (Initial, Rapid and In-depth and continued in-depth need assessment) to inform project design, including provide guidance on the development of assessment ToRs, data collection protocols and tools, data collection activities implementation;

•Coordinate/ provide substantive inputs for the development and roll out of monitoring and evaluation systems on ongoing projects/programmes, including the guidance on the development and maintenance of M&E Plan, ITTs and MEAL workplans;

•Supervise correctness and effectiveness of reporting;

•Coordinate/ provide substantive inputs for the development and roll out of AAP system according to Global AAP Guidance and tools;

•Contribute to the identification of the organizational digital data gathering system set up, including the creation of an indicator-based library for standard reporting;

•Support the development and implementation of a knowledge management structure for humanitarian action, comprising of learning exchanges and ad hoc trainings;

•When needed and requested, realize data quality and data protection impact assessments;

•When needed and agreed, lead external evaluations (including drafting ToRs and selecting consultants) and realize internal evaluations, and promote internal learning exchanges and good practices sharing across missions;

•When needed and requested, provide input on organizational structure set up to ensure MEAL activities needs are adequately covered;

•Provide guidance and induction (remotely or in person) on MEAL related issues to existing or newly recruited staff.

Essential Requirements

  • Master’s or Bachelor’s degree in Economics, Statistics, Political Sciences, International Development, or a related field.
  • Minimum 5 years of experience in MEAL functions within the humanitarian or development cooperation sector, with a proven track record in both settings.
  • Strong understanding of the Humanitarian Programme Cycle and key MEAL activities supporting each phase;
  • Advance competency in conducting assessment (Initial, Rapid and In-depth and continued in-depth need assessment) utilizing both qualitative and quantitative data collection and analysis methodology
  • Strong familiarity and proficient use of digital data collection tools (especially Kobo Toolbox, CommCare, Red Rose) and visualization tools (PowerBI);
  • Strong awareness and understanding of data protection requirements and red flags;
  • Deep knowledge of the Cluster System and international humanitarian coordination mechanism;
  • Deep knowledge of logical framework approaches, Theory of Change, and institutional donor standards (EU, UNHCR, UNICEF, UN, etc.).
  • Demonstrated experience in providing relevant technical and programmatic contributions to project design and proposals, building logframe, and indicators.
  • Experience in remote management and training, including providing remote support and coaching to staff in the MEAL team.
  • Availability for frequent travel and field missions.
  • Fluency in English (C1/C2 level).
  • Second language (French, Spanish, or Arabic)
  • Strong interpersonal and communication skills and ability to facilitate a collaborative environment among colleagues and stakeholders to promote effective coordination.
  • Excellent problem-solving and analytical skills.
  • Self-motivated, able to take the initiative, resilient and able to work independently.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines.

Desirable Requirements:

  • Technical or thematic expertise in one or more of CESVI’s areas of intervention (e.g.: cash assistance, WASH – including waste management and water assistance, humanitarian protection, anticipatory action etc.)
  • Familiarity with graphic design software for editing reports

ADDITIONAL INFORMATION:

  • Contract duration: from August to 31 December 2026, with possibility of extension
  • Salary range: € 2.600 – € 2.800 gross per month

Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
