Job Summary

The MEAL Team Leader is responsible for leading the design, implementation, and management of the Monitoring, Evaluation, Accountability, and Learning (MEAL) system within WATAN. This role involves overseeing data collection, analysis, and reporting processes, ensuring that program activities are tracked effectively, impact is measured accurately, and lessons learned are documented and shared. The incumbent will also develop and maintain accountability mechanisms to promote community participation and incorporate feedback into program improvements. Additionally, the MEAL Team Leader will support program design, proposal development, and coordinate with external partners to ensure quality and accountability across all operations.

Tasks and Responsibilities of the Job

  • Design and implement comprehensive MEAL plans, including data collection and analysis strategies, to measure project progress and impact.
  • Ensuring effective management and utilization of the CommCare system by designing appropriate data collection tools, conducting data analysis, and maintaining data quality to support monitoring and evaluation activities
  • Create and update evaluation tools and procedures to enhance quality assurance and learning processes.
  • Develop monitoring and evaluation frameworks and logical frameworks (Logframes) for projects.
  • Track project outputs, indicators, and results continuously, and share tracking files with stakeholders.
  • Analyze all collected data from monitoring and evaluation activities and share findings with management for decision-making.
  • Conduct regular field visits to project sites to monitor implementation, identify challenges, and provide recommendations.
  • Prepare periodic reports and analyses for senior management, including performance assessments and improvement recommendations.
  • Provide technical support and capacity building to project staff on monitoring, data collection, analysis, and reporting methodologies.
  • Develop and maintain a comprehensive database of project activities, outputs, outcomes, and impact.
  • Conduct periodic evaluations to identify successes, challenges, and areas for improvement, documenting lessons learned.
  • Prepare various monitoring and evaluation reports as per activity requirements and agreed plans.
  • Develop and share learning documents and case studies to promote best practices and facilitate organizational learning.
  • Participate in project proposal development, budgeting, and work planning based on evaluation findings.
  • To ensure the planning and implementation of projects and programs carried out by WATAN in accordance with the standards adopted
  • Ensure that AAP principles are systematically applied across all projects, including information sharing, community participation, feedback and complaints mechanisms, and learning loops.
  • Representing the organization in external meetings related to its work and donors

Job specification

Degree BS Data, Business Management

Languages Fluent in Arabic & English (strong written and verbal skills)

Travel Availability Yes

  • Experience in managing M&E systems for at least 3 years
