Overview of position
About the CTG talent roster:
- The CTG Talent Roster is a pre-vetted talent pool designed to support rapid deployment when suitable assignments arise with development, humanitarian, government, and institutional partners. Joining the roster is not an immediate job offer. Candidates who successfully complete screening may be contacted for future opportunities that match their expertise, availability, mobility preferences, and commercial expectations.
- Roster membership is typically valid for up to three (3) years and may be renewed based on continued relevance of experience, candidate availability, performance feedback, and programme demand. Rostered candidates may be considered for short-term, long-term, on-site, hybrid, or advisory assignments across multiple regions, including the Middle East, Africa, Asia, and other locations, depending on project needs.
Purpose of the role:
- To provide mid-to-senior technical support in monitoring, evaluation, learning, results-based management, programme and / or project performance measurement, data quality and reporting, and evidence-based decision-making for development and institutional programmes.
Contract Type:
- This vacancy is to create a pre-vetted roster. Based on client/project needs, different contract modalities may be used, including fixed-term, project-based, consultancy, retainer, remote, hybrid or on-site assignments.
Roster Duration :
- Up to 3 years, renewable based on continued relevance, availability, performance feedback, and programme demand
Potential Duty Stations
- Multiple locations globally, with potential assignments across development, government, institutional reform, sustainability, urban, climate, and socioeconomic programmes.
Role objectives
M&E Framework Design:
- Design or support results frameworks, theories of change, logframes, KPIs, indicator matrices, monitoring plans, and learning agendas.
- Align M&E frameworks with programme objectives, national strategies, SDGs, donor requirements, and institutional reporting needs.
- Support baseline, midline, endline, outcome monitoring, performance reviews, and evaluation planning.
Data, Analysis & Reporting:
- Support Develop data collection tools, data quality assurance, verification protocols, dashboards, and reporting systems.
- Analyse quantitative and qualitative data to assess programme performance, risks, outcomes, and learning.
- Prepare monitoring reports, evaluation briefs, performance summaries, presentations, and recommendations for management action.
Evaluation & Learning:
- Design, commission, manage, or contribute to evaluations, reviews, assessments, and learning exercises.
- Ensure evaluation findings are translated into practical programme improvements and decision-making.
- Support learning workshops, after-action reviews, knowledge products, and adaptive management processes.
Cross-Cutting Quality & Inclusion:
- Integrate gender, inclusion, accountability, stakeholder feedback, and data protection considerations into M&E processes.
- Support capacity building of programme teams, field monitors, partners, and government counterparts on RBM and monitoring practices.
Project reporting
This role reports to the line manager.
Key competencies
Education:
- University degree in Monitoring & Evaluation, Statistics, Economics, Public Policy, International Development, Social Sciences, Data Science, Evaluation, or a related field. A Master’s degree is preferred.
Experience:
- 5-20 years of progressively responsible experience in monitoring, evaluation, learning, results-based management, data analysis, or programme performance management.
- Candidates will be assessed and aligned to appropriate assignments based on their level of experience, technical depth, and seniority.
- Experience designing M&E frameworks, indicators, logframes, evaluations, dashboards, or donor/national reporting systems is strongly preferred.
- Experience supporting UN, IFI, government, or major development programmes is an advantage.
Technical Skills:
- Results-based management, theory of change, logframes, KPIs, indicator design, and evaluation methods.
- Data collection, data quality assurance, quantitative and qualitative analysis, and reporting.
- Experience with tools such as Excel, Power BI, Tableau, Kobo, SurveyCTO, DHIS2, SPSS, Stata, R, Python, or similar platforms is an advantage.
- Ability to translate evidence into management recommendations and programme improvements.
- Strong writing, facilitation, presentation, and stakeholder engagement skills.
Language Requirements:
- Fluency in English is required.
- Arabic language skills are an advantage, particularly for Middle East-based assignments with government-facing activities.
Other Requirements:
- Ability to work in multicultural and interdisciplinary teams.
- Strong stakeholder engagement, communication, and report-writing skills.
- Willingness to work in diverse programme environments, including on-site, hybrid, or advisory arrangements depending on assignment needs.
Team management
Team management experience is desired for this role.
