The Venezuelan Red Cross (CRV) is a humanitarian organization whose mandate is to save lives and improve the conditions of vulnerable people. As part of the International Red Cross and Red Crescent Movement, it provides timely assistance in emergencies, disasters, and other humanitarian crises.

Guided by its Fundamental Principles—Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity, and Universality—the CRV acts as an auxiliary to public authorities in the humanitarian field, working to reduce human suffering without distinction of race, gender, religion, or ideology. Its work encompasses emergency medical care, strengthening community resilience, first aid training, disaster response, and the promotion of health and well-being.

How can you make a difference? Key functions / Responsibilities

The Movement Coordinator will facilitate, structure, and optimize operational and strategic coordination between the Venezuelan Red Cross (CRV), the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC), and sister National Societies present in the country. The objective is to ensure a unified and efficient response that maximizes available resources for those affected by the earthquake and safeguards security mechanisms and the framework of institutional integrity.

He/She will be in charge of:

  • Act as the main focal point of the CRV to convene, structure and lead the meetings of the Movement’s coordination mechanisms (Steering Committees, Operational Technical Meetings).
  • Ensure the implementation of existing coordination agreements (such as the Seville Agreement and its complementary measures) adapted to the context of the earthquake emergency.
  • Ensure that all project proposals and deployments by foreign and international Red Cross organizations are aligned with the Venezuelan Red Cross National Response Plan.
  • Establish capacity maps and intervention matrices ($3W$: Who does What, Where ) exclusive to the components of the Movement in the affected areas.
  • Facilitate the exchange of logistical, technical and financial information between partners to optimize the use of resources and avoid duplication of aid in communities.
  • Constantly monitor —in conjunction with the ICRC and the CRV security team— the Safe Access conditions on the ground, coordinating early warnings for all Movement personnel deployed.
  • To ensure the correct, consistent and protected use of the Red Cross Emblem by all national and international actors involved in the earthquake response.
  • Consolidate joint newsletters and executive-level situation reports that show the global impact of the Red Cross Movement in caring for earthquake victims.
  • To support the amicable resolution of any operational or technical differences that may arise between the components of the Movement on the ground.

Report

The Movement Coordinator will report to the Director General of the Venezuelan Red Cross.

Workplace

Caracas, with availability to travel nationwide.

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • University degree in International Relations, Political Science, Law, Social Sciences or related fields. Postgraduate studies in Humanitarian Action or International Cooperation are desirable.
  • Minimum 4 or 5 years of experience in the humanitarian sector. Previous experience in partner coordination or institutional liaison roles.
  • Advanced command of the English language (spoken and written).
  • Deep understanding of the Movement’s Coordination policy (Seville Agreement).
  • Knowledge of global response tools (DREF, Emergency Appeals).
  • Advanced training within the framework of Secure Access (SAS).
  • High-level diplomacy, strict neutrality, negotiation and conflict mediation skills, strategic vision, and the ability to work under complex and high-pressure political dynamics.
  • Excellent communication and teamwork skills.
  • Ability to prepare technical and operational reports.
  • Fluency in Spanish. Basic knowledge of English is desirable.
  • Commitment to the Fundamental Principles of the Red Cross and Red Crescent.
  • High sense of responsibility, professional ethics and confidentiality.
