Context

The National Data Analytics Officer is responsible for managing the activities and services of the HAP Data Quality, Data Reporting, and Research teams within the MHI Unit. The position shall support the unit in implementing and managing the migration health data warehouses, for MHD periodic statistical reporting and publication, operational performance analysis, health profiling and indicators monitoring. The incumbent shall play a major role in providing modern business intelligence (BI), data analysis and presentation tools (dashboards) for use by IOM missions, external partners and public audience.

Required Qualifications and Experience

Education

  • Master’s degree Public Health, Epidemiology, Health sciences, Statistics or Social sciences or a related field from an accredited academic institution with five years of relevant professional experience and preferable exposure to public health, epidemiology, health or social sciences; or
  • University degree in the above fields with seven (7) years of relevant professional experience.
  • Professional certification on MS SQL and Power BI an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Proven experience working and managing large and complex databases as source for analysis and reporting.
  • Experience in the development of data validation processes, and reporting dashboards to closely monitor data issues, data quality, summary reports and health indicators.
  • Implementing data ETL, management and processing procedures using MS SQL, STATA, ODBC, Power BI and/or other.
  • Experience with business intelligence tools and systems like MS Power BI for data visualization, data modelling, monitoring, validation, reporting and statistics.
  • Conduct of health research, participation in research report preparation and implementation of data processing and analysis for research purposes.
  • Experience or participation in migration health research.
  • Experience in training and supervising the development and implementation of database management procedures, regular data and indicators reporting, and data quality control and monitoring procedures and tools.
  • Work experience or consulting with government and international health agencies.
  • Experience as co-investigator for public health research/statistical projects.

SKILLS

  • Ability to harmonize and standardize data from various data sources and formats.
  • In-depth understanding of data and statistical principles, methods and software packages necessary for data analysis (descriptive, inferential, univariate and multivariate analysis) with special focus on health and demographics.
  • Comprehensive understanding of business processes and requirements to capture required data and generate appropriate statistics and health indicators.
  • Expert knowledge of data validation and quality control mechanisms, data collection protocols and standard procedures.
  • Excellent computer skills in mathematical or statistical software such as STATA, EPI INFO, R, SPSS, and/or SAS, and in data management, reporting, visualization and business intelligence systems/software such as MS SQL, Power BI, PowerPivot or Tableau.
  • Advanced knowledge of Microsoft Office applications including Excel, Access and Power Point.
  • Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
  • Ability to interact professionally with a diverse group, executives, managers, medical and IT professionals, and subject matter experts.
