Purpose
The role of the national humanitarian preparedness and response officer plays a central role in managing and coordinating emergency responses in the country. This entails collaboration to improve disaster preparedness and response capacities. It requires strategic planning and the implementation of effective communication and logistics systems. Actions include training emergency personnel, establishing resilient technical and financial infrastructure, and improving community preparedness. In addition, it is essential to develop strong partnerships with donors and humanitarian agencies to secure funding and support. These efforts are vital for the immediate disaster response and long-term stability in the country.

General responsibilities

– Establish strategic guidelines for humanitarian preparedness and response projects and ensure their implementation.
– Support resource mobilization by overseeing the formulation, monitoring, and tracking of grant funds for humanitarian preparedness and response.
– Advocate for the strengthening of the National Risk Management System
. – Update emergency plans and strengthen the capacities of response teams in the field.
– Lead and manage team performance
. – Ensure compliance with the PMERL (Monitoring, Evaluation, Learning, and Research) System as part of compliance with the Program Quality and Influencing Policy in the field of emergencies and humanitarian action.
– Promote gender equality and inclusion in emergency and humanitarian action projects throughout the project cycle.

Activities/tasks of each position.
1. Establish strategic guidelines for Emergency and Humanitarian Action projects and ensure their implementation.
– Oversees the portfolio of humanitarian preparedness and response projects and programs in the country.
– Participates in defining strategic lines for the implementation of emergency and humanitarian action programs in accordance with global and regional guidelines.
– Coordinate operational support actions for the implementation of humanitarian preparedness and response projects with national management, technical advisory services, and program units.
– Ensure accountability for donors of Emergency and Humanitarian Action projects.
– Participate in analysis and decision-making processes for Emergency and Humanitarian Action Response Management.
– Monitor natural and man-made events to define national-level response strategies.
– Prepare emergency reports for PUs (Program Units) and COs (Country Offices).
– Prepare and submit SITReps (Reports of Situations) when the alert level requires it.

Success indicators:
– Emergency and Humanitarian Action Projects 100% implemented both programmatically and financially

2. Support resource mobilization by overseeing the formulation, follow-up, and monitoring of grant funds in the areas of emergencies and humanitarian action.
– Technically lead, with their line manager, the development of proposals for Humanitarian Preparedness and Response projects.
– Analyze and propose potential partnerships with civil society, public, and private actors for the presentation of joint proposals.
– Analyze risks in terms of partnerships and define the relevance of moving forward with funding opportunities.
– Promote the generation of Humanitarian Preparedness and Response proposals with a gender perspective.

Success indicators:
– Meeting the Humanitarian Preparedness and Response Grant Funding Mobilization targets.
– Number of Humanitarian Preparedness and Response proposals submitted/number of Humanitarian Preparedness and Response proposals approved.

3. Advocate for the strengthening of the National Risk Management System
– Engage with public sector and civil society entities at the national and local levels to strengthen the National Risk Management System.
– Participate in the country humanitarian team, United Nations cluster, thematic roundtables, and GTRM.
– Maintain ongoing engagement and represent the Plan before United Nations agencies and local and international NGOs.
– Engage with government agencies with jurisdiction over migration
. – Prepare public policy advocacy reports.
– Assist and/or support the COE and technical roundtables.

Success indicators:
– Agreements and conventions implemented and with concrete actions.

4. Update emergency plans and strengthen the capacities of response teams.
– Maintain the Emergency and Disaster Response Preparedness Plan at the central office and support program offices in defining response plans.
– Responsible for updating the R2R tool.
– Periodically strengthen the capacities of the GO TEAM and the national response team.
– Maintain the Risk Management Focal Point network in the territories and strengthen their capacities.
– Coordinate and support the formation of the GO Team with the Human Talent and Security area
. – Manage the collection of emergency information so that it can be used in other events.

Success Indicator:
– Updated preparedness plans and strengthened response teams

5. Lead and manage team performance
– Support the team in adhering to the organization’s values ​​and humanitarian principles
– Implement and ensure compliance with the PMS (Performance Management System) process for all staff under their supervision
– Implement actions to maintain a positive work environment
– Implement actions to build and maintain a high-performing, motivated, and committed team
– Ensure integrity and confidentiality in the management of resources and information (electronic and physical) for staff under their supervision
– Supervise that staff under their supervision comply with the Plan’s policies, standards, and procedures.

6. Ensure compliance with the PMERL System (Monitoring, Evaluation, Learning and Research) as part of compliance with the Program Quality and Influence Policy in the field of emergencies and humanitarian action.
– Monitor and follow up on the results of humanitarian preparedness and response programs and projects and humanitarian action.
– Follow up on budgets (estimated budget of 1 to 5 million depending on the country’s collection) of the area and of preparedness and humanitarian action projects at the national level.
– Guarantee the Implementation of the MERL Standards, PMERL System.
– Monitoring the quality, processing and issuance of programmatic information.
– Guarantee the updating and sending of data from the SAP, YODA, PMERL, Gender Marker systems, among other required tools.
– Preparation and sending of quarterly and annual reports from the Country Office.

Success indicators:
– Implementation of the PMERL System and Quarterly and Annual Reports completed and sent in a timely manner to ROA and GH.

6. Ensure the incorporation of a protection, gender equality, and inclusion approach in emergency and humanitarian action projects throughout the entire project cycle.
– Promote the mainstreaming of protection and gender equality in the composition of the Go Team and project response and implementation teams.
– Incorporate gender- and age-differentiated information into Rapid Needs Assessment tools.
– Include a gender approach and protection mainstreaming in the design of emergency and humanitarian action proposals
. – Establish feedback channels for girls and women to gather information on the response to their needs during project implementation.
– Take action based on findings from feedback processes and grievance management mechanisms.
– Generate differentiated evidence regarding the impact on girls and women during emergency response and the implementation of humanitarian action projects.

Specific Child Protection (CP) Responsibilities
– Ensure the incorporation of a child protection approach into the design and implementation of programs and projects.
– Acquire knowledge of Plan’s CP procedures.
– Communicate the protection policy to partners and allies prior to signing agreements and verify that protection responsibilities are included when partners and allies come into contact with children, and monitor their compliance.
– Ensure that the requested civil contracts determine the specific protection responsibilities of suppliers/consultants when they have contact with children or access to sensitive information.
– Report child protection concerns or incidents to the protection focal point.
– Activate reporting mechanisms during the implementation of Emergency and Humanitarian Action projects.

Knowledge, skills, behaviors, and experience required to achieve the objectives of the position:

Experience and previous knowledge

– Minimum qualifications: Relevant university degree.
– Desirable qualifications: Postgraduate degree (specialization or master’s degree) in Risk and Disaster Management, Project Coordination, Human Rights, Migration, or similar.
– Experience in Humanitarian Response and Human Mobility (minimum 4 years).
– Knowledge and experience in Anticipatory Actions and Disaster Preparedness (two years) is desirable
. – Knowledge of spoken and written English.
– Proficiency in computer software.
– Full-time availability and travel are required in case of emergencies.
