Niger – Country Administrator At COOPI – International Cooperation

COOPI is seeking a Country Administrator in Niger

COOPI has been present in Niger since 2012 with a coordination office in Niamey and field offices in Diffa, Agadez, Tahoua, Maradi, and Tillabéry . Currently, COOPI works in the Diffa region in the areas of protection, mental health, and education in emergencies; in Niamey and Agadez on mixed migration, managing transit centers and providing psychosocial support to refugees and migrants; in the Tillabéry and Tahoua regions with interventions in nutrition/health and emergency education; and in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), RDPP, SRF, and UN agencies (UNHCR, WFP, IOM), and USG.

Job objective

Country Administrator:

  • Is responsible for the correct administrative/financial management and sustainability of country coordination , and zone coordination, by preparing coordination budgets and controlling the drafting of project budgets;
  • Handles the control of balance sheets and the correct disposition of financial reports in compliance with COOPI procedures and the donors;
  • Is responsible for the accuracy and completeness of the information provided by the headquarters.

Responsibilities

Budget planning and control

  • Prepare, in collaboration with the Head of Mission and periodically verify the progress of the budget relating to the costs of general coordination and any area coordinations present in the country;
  • Monitor the sustainability of the coordination and bases under the responsibility of the Head of Mission and verify the correct allocation/distribution of fixed costs on the projects.

Economic and logistical control

  • Supervise new project budgets in accordance with planning and sustainability of country/headquarters coordination in Milan;
  • In collaboration with project managers, any area administrators and the Head of Mission, periodically identify the economic and financial commitments for the implementation of project activities;
  • Administrative management of projects for which coordination is in charge ;
  • In collaboration with Project Managers and/or Coordination Administrators and Country/Area Coordinators, check monthly the economic and financial management of projects: balance sheet status, expenditure forecasts, financial forecasts for the implementation of activities;
  • Provide advisory support to Project Managers and Project and Coordination Administrators and monitor the correct application of COOPI and donor administrative procedures;
  • Verify the sustainability and proper management of COOPI’s property assets in collaboration with the country’s logistics function;
  • Verify the correct application of the organization’s procedures relating to the purchase and management of goods.

Financial management

  • Supervise and control cash management (cash and bank) and the sending of funds to projects according to requests;
  • Oversee funding from donors for project implementation (provisions and grants) by updating the information that must be sent to headquarters;
  • In agreement with the Head of Mission, take action to ensure that deadlines for receiving funding are met;
  • In agreement with the desk and the Area Administrator at headquarters, in addition to the Head of Mission proposing priorities for the schedule for the presentation of financial reports ;
  • Ensure the proper management and control of the cash of the General Coordination and the bases;
  • Together with the Head of Mission, have the responsibility for signing on the organization’s current accounts.

Reports and audits

  • Finalize and check the interim and final financial reports to be submitted to the donors, before forwarding them to headquarters;
  • To be responsible for the accuracy of reports and to ensure the correct archiving of data for all projects managed in the country;
  • To be responsible for the preparation and conduct of audits carried out in the country and for sending to headquarters documents relating to projects which must follow an audit in Italy;
  • To be responsible for preparing the annual audit , if one is planned in the country;
  • To ensure the proper administrative functioning and coordination of the various bases present in the country, also by carrying out on-site verification missions.

HR Management

  • Manage and supervise the local Administrators/accountants who work at the Coordination;
  • Provide training for base administrators/ zone coordinators under the responsibility of the country coordination and all expatriate staff involved in the administrative process and periodically monitor the work carried out;
  • Assist the Head of Mission with standards for the management of local staff and ensure the correct maintenance of documentation relating to staff administration;
  • Supervise and control the work of the human resources office for both national and expatriate staff;
  • To be responsible for evaluating the administrative staff.

Others

  • To produce and transmit periodically the information and data requested by the Milan headquarters, respecting the deadlines set ;
  • Ensure the proper archiving of the country’s administrative documentation (central and peripheral level) in accordance with the organization’s procedures;
  • In collaboration with the country coordination, handle relations and bureaucratic procedures with the country’s public and administrative bodies and with the administrative and financial offices of the decentralized delegations of institutional donors.

Candidate Profile

Essential

  • Preferably a Bachelor’s degree or diploma in Economics;
  • Certified experience of at least 5 years in the economic-financial sector, administrative coordination in international cooperation organizations;
  • Good knowledge of the procedures of the following donors: ECHO, FH, IOM, ECHO, WFP, AICS, UNHCR, RDPP, USG;
  • Good knowledge of the French language;
  • Good knowledge of the English language;
  • Excellent knowledge of Office;
  • Excellent organizational skills;
  • Ability to work in a team and achieve objectives;
  • Ability to build positive relationships with colleagues;
  • Ability to work in a multicultural environment, under pressure and in challenging security contexts;
  • Ability to get involved beyond the simple assigned task;
  • Motivation to work in a non-governmental organization while respecting its principles and values.

Desirable

  • Work experience in African countries;
  • Previous experience with COOPI and knowledge of its procedures.
