Terms of Reference: MEAL Assistant

Location: Gaziantep Türkiye

1. Position Summary

The MEAL Assistant is responsible for supporting the design, implementation, and management of monitoring and evaluation systems across all organizational projects. This role focuses on data collection, tool design, and ensuring high-quality reporting to measure project impact. The position plays a critical role in supporting field teams during sessions and ensuring that data is used for continuous program improvement.

  • Scope: All Organizational Projects (Cross-departmental)

2. Key Responsibilities

A. Tool Design and System Development

  • Redesign Survey Tools: Overhaul all existing pre-test, post-test, and satisfaction survey tools to ensure technical accuracy and relevance.
  • Specialized Tool Creation: Design specific satisfaction and feedback tools for the Legal Department, PSS (Psychosocial Support) Department, and a general organizational tool.
  • System Support: Assist in developing a comprehensive M&E and reporting system to track data across all result levels: Outcomes, Outputs, and Activities.
  • Framework Development: Support the creation of specific, observable, and measurable indicators (qualitative and quantitative) and performance monitoring plans (PMPs).

B. Field Monitoring and Data Collection

  • On-Ground Support: Attend workshops and sessions to provide direct support to field teams in conducting pre-tests, post-tests, and satisfaction surveys.
  • Quality Assurance: Ensure that PSS sessions are evaluated for perceived usefulness, comfort, and cultural sensitivity.
  • Evaluation: Conduct midterm evaluations for selected projects to assess progress and identify areas for adjustment.

C. Data Management and Tracking

  • Activity Trackers: Maintain and update monitoring trackers for every activity, ensuring data is disaggregated by age, gender, and vulnerability.
  • Knowledge Transfer Assessment: Quantitatively analyze pre/post-test data for Legal and GBV workshops to measure knowledge gain.
  • Data Flow: Revise data collection procedures and create data flow charts to ensure streamlined reporting from the field to management.

3. Monthly Deliverables & Reporting

  • Monthly Analysis Reports: Compile and analyze activity data every month for review by the Senior Program Officer and management.
  • Data-Driven Review: Participate in regular check-in meetings to present findings, identify challenges, and propose adaptations to project timelines or plans.
  • Attendance & Summary Logs: Ensure all attendance sheets and session summaries are digitized and archived correctly.

4. Required Qualifications & Skills

Education

Bachelor’s degree in Social Sciences, Statistics, Development Studies, or a related field.

Experience

Minimum of 2 years of professional experience in MEAL/M&E roles within the humanitarian or development sector.

Thematic Expertise

Preferred: Previous experience working on Protection projects (including Legal, GBV, or Protection).

Languages

Professional proficiency in English (written and spoken) is required for reporting and tool development.

Technical Skills

Advanced proficiency in Excel and digital data collection mobile platforms (e.g., KoboToolbox, ODK, CommCare).

Reporting

Proven ability to write clear and concise analytical reports and summaries.

5. Contractual Terms & Duration

  • Probation/Trial Period: The successful candidate will undergo a 2-month trial period. During this time, performance will be closely monitored by the Senior Program Officer.
  • Initial Contract: Upon successful completion of the trial period and a positive performance evaluation, a 6-month contract will be provided.
  • Extension: The contract is subject to extension based on performance, organizational needs, and the availability of project funding.
