General context of the project
INTERSOS has been present in Chad since 2004 with projects in the sectors of food security, protection, health and nutrition, and also WASH (Water, Sanitation and Hygiene) for the benefit of internally displaced persons in the Lake Chad region and for Sudanese refugees in eastern Chad. After a break in activities in 2016, INTERSOS resumed its work in 2017. The areas on which INTERSOS Chad focuses its interventions are primarily the following: Protection through strengthening an environment conducive to the promotion and protection of human rights, and more specifically those of children and women, through the establishment of Child-Friendly Spaces, the management of gender-based violence cases, the restoration of social cohesion, community rehabilitation, as well as access to water, hygiene and sanitation, food security, and health/nutrition.
The position is based in N’djamena, with frequent travel to the East and to the Lake.
General objective of the position
The Partnerships Manager will be responsible for managing several local partners of the INTERSOS Chad mission. He/She will be responsible for establishing a strategic framework and systems aimed at strengthening the localization approach and working mechanisms of the INTERSOS partnership with local NGOs implementing INTERSOS projects in Chad.
Working in close coordination with the liaison officer, the program department, MEAL and finance colleagues to engage and support partners, the partnerships manager will play a leading role in strengthening INTERSOS’s partnership approaches, building on INTERSOS’s localization strategy and partnership principles.
The Partnerships Manager will map and identify new partnership opportunities, assess partner capacities, support the development of joint action plans and appropriate tools, facilitate/provide relevant capacity-building support, ensure ongoing support to the partner organization throughout program implementation, and document best practices/lessons learned.
Main responsibilities and tasks
Partnership strategy and representation:
- Review, upgrade and lead the implementation of INTERSOS’ partnership strategy in Chad.
- Lead the mission in developing systematic approaches for partner selection, as well as in identifying and implementing strategic partnerships. Conduct initial risk and capacity assessments of partners with the relevant departments.
- Participate in all working groups related to partnership/location or useful for the purpose of identifying new partners.
Implementation, report generation and quality control:
- Work with all INTERSOS departments to develop systems and policies that support the partnership strategy and ensure periodic review once they are in place.
- Help ensure partner participation in strategic planning, program design, and the development of proposals and concept documents.
- Working with INTERSOS’ SMT team to ensure that partnership tools and financial standards meet donor requirements.
- Working with the finance teams to ensure timely payment of partner disbursements, review of partner reports and closure of partner sub-grants.
- Develop, in direct collaboration with the INTERSOS MEAL Manager, the management and monitoring systems for partner programming.
- Define a standard framework of roles and responsibilities between the different departments of INTERSOS and with partners for effective communication and engagement.
- Organize monthly partner review meetings with representatives from partners and relevant INTERSOS operations and program staff to discuss progress, roles, responsibilities, expectations, communication between organizations, any policy conflicts, any issues of concern, and future planning.
- Establish and maintain a partnership database that maps the capacity, influence, and strategic alignment of partners.
- Analyze the results of ongoing partnerships, remote management and results on the ground in order to draw lessons and inform strategic decision-making.
- Identify, document and report potential cases of non-compliance or fraud among partners, proposing immediate corrective actions.
- Integrate the results of compliance monitoring (including weaknesses) into capacity-building plans
- Develop and implement a continuous compliance monitoring plan for each partnership, beyond the initial assessment, taking into account the identified risks.
- Conduct regular follow-up visits to partners to assess the application of internal procedures (administrative, financial, logistical, safeguarding and protection), and ensure compliance with the contractual clauses of the partnership/grant.
Capacity building for partners:
- Promote relationships of mutual respect and mutual learning with partners and provide guidance to relevant staff on balancing partner accountability and support.
- Organize project or grant opening meetings with partners when awarding new grants, with the participation of INTERSOS program staff and field staff.
- Helping the partner develop strategies to ensure program delivery meets objectives and to support its own organizational development so that it functions as a fully-fledged NGO.
- Establish and guide staff and partners on the principles of partnership and partnership management; facilitate the integration of new partners; strengthen the capacity of INTERSOS staff to work effectively with partners.
- Develop a system of accountability to partners in which INTERSOS regularly seeks feedback from partners on its strategies and plans.
- To perform any other related tasks that may be assigned to him/her.
Required profile
- University graduate in international relations, social sciences, project management and development, or any other relevant field.
- Essential computer skills (Word, Excel, Drive)
- Good skills and experience in all aspects of program cycle management – design and development, implementation, monitoring and evaluation, reporting.
- A good understanding of partnership management practices.
- Experience in organizational capacity building, training, mentoring and coaching.
- At least five years of experience in the development/humanitarian sector.
- Substantial experience (minimum 3 years) in the management, development and implementation of partnerships with local or national NGOs.
- Proven experience in applying localization principles, including assessing partner capacities and developing partnership systems.
- Work experience in Chad or Central Africa would be an asset.
- Strong analytical and conceptual skills
- Excellent team spirit with good interpersonal skills and a consultative approach to decision-making.
- Excellent communication skills, both oral and written, including a good track record in report writing.
- Commitment to the values ​​of localization and equitable partnership and to the mission and principles of INTERSOS.
- Attention to detail and a structured approach to tasks
- Ability to plan ahead and be results-oriented
- Mastery of written and spoken French is essential.
