Mission
Doctors of the World Spain (Médicos del Mundo / MdM-E) is a humanitarian organization that cares for the most vulnerable populations, victims of armed conflicts, natural disasters, etc., and documents the obstacles encountered in accessing healthcare. In Spain and internationally in 18 other countries, our actions aim to facilitate access to the healthcare system, but we also act beyond healthcare by denouncing violations of dignity and human rights and fighting to improve the situation of vulnerable populations.
MdM Spain has been present in Burkina Faso since 2002 and currently carries out projects in four regions: Sahel, Centre-Nord, Centre and Haut-Bassins. Programme Coordination aims to ensure the correct management of the project cycle and the implementation of Médicos del Mundo operations in all intervention areas in accordance with the mission, vision and values of the organisation.
Geographical area of intervention
The Program Coordination will be based in Ouagadougou, with limited travel to intervention areas depending on security restrictions.

The position is integrated under the direct supervision of the Country Coordination in Burkina Faso.
Responsibilities:
Management of programmes
- In close collaboration with the Medical Coordination and the Country Coordination, ensure a continuous analysis of the humanitarian context and the situation of the right to health in Mauritania, particularly gender-based violence, for better support of the strategy of the Ministry of Health
- Play an active role in defining the country program strategy, ensuring the relevance and coherence of MdM-E’s areas and areas of intervention in Mauritania.
- Actively contribute to the search for new funding opportunities.
- Coordinate and actively participate in the formulation and drafting of new project proposals in accordance with MdM-E standards and the requirements of potential donors.
- Ensure the achievement of project objectives, ensuring adequate control through monitoring of project indicators, verification sources and schedule, and alerting country coordination of any deviations and/or risks of non-compliance, proposing solutions.
- Ensure the proper execution and management of projects in the country from an operational, logistical, administrative and financial point of view, ensuring their execution in accordance with the approved formulation and budget, MdM-E procedures and principles and donor standards.
- Identify, design and consolidate technical partnerships with Mauritanian civil society and international organizations.
- Participate in networks, forums, events and/or working groups to coordinate with other actors with whom we share areas of intervention in accordance with the objectives of the projects.
- Write, review and/or supervise technical reports, as well as monitor and ensure compliance with the budget, proposing adjustments if necessary.
- Draft, review and/or supervise the drafting of justification reports in a timely and formatted manner, as well as the response to corrective actions required by internal processes and/or funding bodies.
- Support audits and evaluation of processes, procedures and projects.
- Proactively participate in internal processes and coordination meetings, information exchange, translation, as well as in the preparation of documents in connection with other departments of the organization, headquarters, regional offices and the international network, in coordination with the Country Coordination.
Team management
- Plan the human resource needs necessary for the proper execution of activities and the program.
- Supervise and support staff implementing programs, including project managers/deputy regional coordinators (by participating in staff recruitment, training, monitoring and evaluation processes).
- Organize program briefings for people joining the MdM-E team.
- Assess your team’s training needs.
- Promote communication and active participation of all staff in the development of projects and in the values and philosophy of MdM-E.
- Propose and facilitate the participation of volunteers in its area of action, with the agreement of the country coordination.
Finance/Administration/Logistics
- Work closely with the administration, finance and logistics departments to ensure compliance with financial, administrative and logistical procedures in the execution of projects.
- Supervision and management of the budgets of the MdM-E project portfolio within Mauritania: responsible for the budget lines relating to field programs, supervision and control of expenditure on these lines, liaison with other budget line holders to ensure monitoring of the overall management of project budgets, alerting the Country Coordination on possible deviations and delays and proposing solutions to remedy them.
- In collaboration with the administrative and financial department, periodically identify the economic and financial opportunities and constraints necessary for the completion of project activities.
- In collaboration with the logistics department, identify the material resources necessary for the proper execution of activities and ensure the implementation of purchasing plans.
- In collaboration with the logistics department, oversee acquisitions related to the various projects, ensuring that they are carried out in accordance with MdM-E and donor acquisition policies and in a timely manner for project activities.
- Ensure the appropriate use of resources in his/her area of responsibility.
Security
- Monitor social and economic indicators in intervention areas and the national context in order to assess the relevance of programs in the humanitarian context.
- Ensure compliance with the organization’s internal security rules, in collaboration with Country Coordination.
- At the request of the Country Coordination, contribute to the regular updating of security-related documents and procedures.
- At the request of the Country Coordination, participate in the management of security incidents that may occur in the intervention areas.
Representation
- In collaboration with the country coordination, maintain relations with country authorities, other NGOs, international and national agencies and organizations, as well as with donors and other stakeholders on the ground.
- Defend the principles and values of MdM-E.
- Participate, in agreement with the Country Coordination, in coordination meetings, platforms and networks existing in the country or at international level, in order to represent the programs and interests of MdM-E.
- Identify networks and associations in the country that support the organization’s work.
Formation
Academic qualifications:
Mandatory: Higher education in project management or generalist (BAC+5) with specific training in International Cooperation or Humanitarian Action
Additional training:
Training in one of the following fields: Public Health, Gender and Human Rights, Social Sciences related to the health field (medical anthropology, medical sociology, medical economics). Specific training in financial management and accounting systems would be an asset.
Requirements
Languages : Fluent written and spoken French is required. Fluency in Spanish or English is a plus.
Computer skills : proficiency in MS-Office applications.
Experience
Minimum 3 years of NGO experience in international cooperation project management and/or humanitarian action in the field, preferably in Africa, essential. Recent experience in the Sahel region desired.
Experience in a volatile security environment.
Experience in developing and implementing health project procedures and programs, formulating logical frameworks, and team management
