General context of the project

The Central African Republic has been facing complex and recurring crises for more than two decades, characterized by security, health and climate dynamics.

Although positive developments are observed in some areas, the situation remains fragile, with pockets of persistent insecurity on certain roads and localities, affecting access to essential services and the living conditions of the population.

Furthermore, the country faces recurring humanitarian shocks, including epidemics (such as cholera), as well as climatic hazards such as floods, which exacerbate the vulnerability of communities.

In this context, humanitarian needs remain high, particularly in the areas of access to water, sanitation, health, and protection. INTERSOS has been present in the Central African Republic since 2014 and implements humanitarian interventions aimed at meeting the needs of affected populations, in accordance with the principles of humanity, neutrality, impartiality, and independence.

The organization has a coordination office in Bangui and an operational presence in several prefectures, including Kémo, Bamingui-Bangoran, Nana-Gribizi, Haute-Kotto, Ouham and Ouham-Pendé.

General objective of the position

Support the head of mission in developing , defining and managing the mission program in accordance with INTERSOS strategies, plans and policies.

Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and the senior management team.

Supervise, coordinate and provide quality support to project managers and program managers in order to develop and implement the program within the scope of the mission.

Main responsibilities and tasks

Strategy and representation

  • Support the Head of Mission and the Country Technical Manager in the development, implementation, and evaluation of the mission’s strategy, program, and project quality, in accordance with INTERSOS’s national strategy, policies, and guidelines. Provide up-to-date information, input, and recommendations for new and ongoing interventions in the country.
  • In coordination with technical advisors, the Programme Coordinator leads the design and development of potential new funding opportunities and new concept notes/project proposals by writing the narrative and contributing to budget preparation, ensuring collaboration with all support departments (HR, Logistics and Security).
  • Conduct regular context analyses (socio-economic situation of the country, trends, needs and gaps of donors) to identify funding opportunities. Responsible for the accurate analysis of data collected in the field and the identification of the population’s needs, context analysis, translation of strategic macro-objectives into concrete actions, analysis of the consequences of INTERSOS interventions, risk and constraint assessments, and the definition of priorities.
  • In coordination with the Head of Mission, establish and maintain collaborative relationships with relevant donors, project stakeholders, local partners, and other organizations working in the region. Establish strategic partnerships with local organizations and stakeholders where possible.
  • In collaboration with the Head of Mission and technical advisors, proactively participate and represent INTERSOS at meetings with donors and relevant stakeholders.
  • Supporting the SMT in maintaining productive working relationships within the various coordination forums (clusters, working groups, etc.) at the national level

Implementation, reporting and quality control

  • Oversee and maintain project work plans and related financial plans with input from relevant program managers and team members. Prepare high-quality narrative reports that reflect project progress and status in a transparent, timely, and professional manner.
  • In coordination with all other departments, ensure the smooth running of operations and support the implementation of the program
  • Provide guidance and support to project and program managers in project management and the project cycle, work planning, activities, budget management, and all operational and managerial aspects. Support the planning and monitoring of activity implementation, budget tracking, and achievement of results.
  • Monitor the progress of each project. Supervise, plan, monitor, evaluate, and ensure the quality of work and the achievement of high standards in design, implementation, and evaluation.
  • Lead the launch planning and final review meetings for each project
  • Ensure the application of INTERSOS procedures and compliance with donor policies, procedures and procurement for reporting and implementation, in collaboration with the Head of Mission and the Regional Program Coordinator
  • Help to process all donor comments on proposals in a timely manner, in liaison with relevant staff and Headquarters.
  • Collaborating with the finance, logistics, human resources, MEAL, SMT and security departments in developing new proposals.
  • Ensure that contractual obligations and reporting deadlines are known and respected by all departments.
  • Inform the relevant staff about the identified problems and seek advice from headquarters on potential solutions that would allow donors to comply with the requirements of the law.
  • With the support of the financial coordinator, supervise budget management in accordance with donors and INTERSOS guidelines, supporting budget and program revisions as needed.
  • Organize regular program meetings
  • Monitor expenditures through monthly program review meetings and financial expenditure reports prepared by the finance department.
  • Support the Head of Mission and the MEAL department in the development and implementation of project MEAL plans and activities
  • Provide supervision and feedback on the monthly project evaluation tool (PAT)
  • Ensure the regular updating of the IMP project sections
  • Ensuring quality reports to donors
  • Ensure timely submission to headquarters and donors

Human Resources Management

  • Responsible for leading, supporting, and supervising program managers and project leaders, building their capacity, and ensuring regular evaluation through the Internal Review Process (IRP) tools. Provides coaching, identifies training needs, and evaluates staff under their direct supervision.
  • In collaboration with the HR department and the Head of Mission, support the recruitment of new employees
  • In collaboration with the HR department, ensure that program managers/project managers comply with INTERSOS rules and regulations and adhere to INTERSOS’s fundamental charter, values, and code of ethics.

Required profile

  • Bachelor’s degree in international affairs, development, international political economy, or another relevant field
  • Minimum of five years of experience in humanitarian contexts
  • Ability to manage a large team
  • Solid knowledge of proposal development and financial management
  • Experience working with major grants and international donors
  • Desirable experience in integrated project management
  • Essential computer skills (Word, Excel and Internet)
  • Mission language (French) is essential
  • Knowledge of English is an asset

General terms and conditions and benefits:

  • Salary range: €12 – €3,690 – €4,245 monthly gross
  • Hébergement : Shared Guesthouse
  • R&R : 7 days of psycho-physical recovery every 12 weeks + 1000€ allowance.

  • Transportation and visa: return air tickets. For missions lasting at least 9 months, an additional ticket to the country of residence and back to the mission is also provided.
