Purpose
To ensure adequate control of resources, transparency and optimal operational performance of humanitarian projects, aligned with the National Strategic Plan (CS), local and global policies and the principle of accountability.

Lead and coordinate the implementation of the project’s financial, accounting, and tax processes, based on policies established locally and by the parent company, in order to generate information that supports the Plan’s decision-making and ensure compliance with the required financial/accounting regulations.

In this role, you will be responsible for ensuring compliance with Plan International’s Global Policies to Safeguard/Protect children, adolescents, and program participants, as well as Gender Equality and Inclusion, in an integrated manner and in accordance with the principles and requirements of the Policies, including the relevant Implementation Standards and Guidelines as applicable to your area of ​​responsibility. This includes, among other things, communicating the Policies to key partners and stakeholders, ensuring they understand their responsibilities under these Policies and Plan International’s Code of Conduct (CoC), their relevance to their area of ​​work, and that concerns are reported and addressed in accordance with appropriate procedures.

– Delegation of Authority: Approval of departmental requisitions up to €50,000, release of checks and/or transfers in accordance with the legal power of attorney.
– External Representation: Legal representation before the Tax Administration Superintendency (SAT) as Compliance Officer.
– Risk Management: Submit reports and/or supporting evidence for assigned risk controls, report on and monitor the project.
– Scope of the Position: Nationwide.
– Problem Solving: Resolves accounting and tax issues based on procedures established by the Plan and local regulations.

MAIN RESPONSIBILITIES
– Ensure compliance with global policies/procedures and technical guidelines within the financial and accounting framework.
– Propose guidelines to be considered within the tax framework for compliance with tax law.
– Develop the Operational Plan for the Accounting Department and propose guidelines on priorities and reorganization for the management of the area and its processes, accounting close, cash flow, financial reports under its responsibility, and identify the staffing, service, and budgetary resource needs required for efficient and effective management.
– Direct the activities of the Accounting Department nationwide, including advising, assisting, and supporting management within the scope of its responsibilities to ensure the achievement of planned objectives.
– Direct and supervise the tasks of directly reported staff, and evaluate, identify, and manage performance improvement needs to guarantee the achievement of objectives.
– Direct, coordinate, verify, control, authorize, and, where applicable, execute the activities inherent to the accounting closing, budgeting, cash flow, financial reporting, and tax management processes, in order to support the achievement of the area’s objectives, provide adequate support to the Plan’s operations, and minimize the possibility of contingencies.
– Continuously evaluate the achievement of the Department’s objectives and the execution of the processes under your responsibility, and implement the necessary improvement actions to guarantee the efficient execution and management of what has been planned.
– Perform any additional activities, beyond those listed, inherent to the nature of the position, that may be assigned by your immediate supervisor in order to meet the objectives of the area and the country.

SPECIFIC RESPONSIBILITIES
1. Propose to their immediate supervisor policies and guidelines to be considered in the National Strategic Plan and Operational Plan for budgeting and cash flow processes and others under their responsibility.
– Advise their immediate supervisor on global policies regarding the processes under their responsibility.

2. Propose guidelines to your immediate supervisor for consideration within the tax framework to ensure compliance with tax law.
– Submit reports to the tax authorities (monthly and annually)
– Coordinate with tax advisors
– Keep yourself and the team and all staff up-to-date on tax matters.
– Provide necessary reports and documentation for external audits
– Comply with requirements related to Anti-Money Laundering.

3. Develop the Accounting Operational Plan and propose guidelines on priorities and reorganization for the management of the area and the accounting closing processes, cash flow, financial reports under your responsibility, and identify the staffing, service, and budgetary resource needs required for efficient and effective management.
– Ensure compliance with local and global Plan policies and guidelines.
– Coordinate with your team.

4. Direct accounting activities nationwide, including providing advice, assistance, and support in management within the scope of your responsibilities to ensure the achievement of planned objectives.
– Coordinate with the relevant departments to ensure that systems, policies, and procedures comply with local laws, Plan regulations, and donor guidelines.
– Analyze various reports.
– Perform tasks that, by their nature, cannot be delegated.

5. Direct and supervise the tasks of directly reported staff, and evaluate, identify, and manage their performance improvement needs to ensure the achievement of objectives.
– Delegate all necessary activities and empower team members to carry them out.
– Clearly assign responsibilities to team members.

6. Direct, coordinate, verify, control, authorize, and, where applicable, execute the activities inherent to the accounting closing processes, budgeting, cash flow, financial reporting, and tax management under the unit’s responsibility, in order to support the achievement of management objectives, provide adequate support to Plan’s operations, and minimize the possibility of contingencies.
– Coordinate with the relevant departments to ensure that systems, policies, and procedures comply with local laws, Plan’s regulations, and donor guidelines.
– Analyze the various reports.
– Execute tasks that, by their nature, cannot be delegated.

7. Continuously evaluate the achievement of objectives and the execution of the processes under your responsibility, and implement the necessary improvement actions to guarantee the efficient execution and management of what has been planned.
– Define the necessary indicators and the support needed to monitor them.
– Report regularly to the relevant departments.

8. Perform additional activities, beyond those listed, inherent to the nature of the position, as assigned by your immediate supervisor to achieve the objectives of the area and the country.
– Monitoring and ensuring compliance with the area’s management standards

RESPONSIBILITY IN EMERGENCY SITUATION
Support in the accounting-financial management processes aligned with the Emergency Protocol for Finance.

SAFEGUARDING
Ensures that Plan International’s global policies for the protection of children and young people and gender equality and inclusion are fully integrated in accordance with policy principles and requirements, including relevant implementation standards and guidelines, as applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring that staff and partners are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of ​​work, and that concerns are reported and addressed in accordance with appropriate procedures.

TECHNICAL EXPERIENCE, KNOWLEDGE AND SKILLS

Experience:
– Professional degree in Accounting or Public Accounting.
– Proficiency in accounting and financial systems .
– Knowledge of labor and tax regulations, budget management, and internal control.
– Knowledge of Honduran national accounting systems.
– Proficiency in Microsoft Office and accounting applications
. – Fluency in spoken and written Spanish.
– Intermediate level of English.

PHYSICAL ENVIRONMENT
– Physical characteristics of the work: does not require significant physical effort. Requires careful attention to data entry, document review, and logistical support.
– Environmental characteristics of the work: 90% of the work is done in the central office and 10% in the field. The position does not present significant risks.
