HEALING – INNOVATING – TOGETHER: Since its creation in 2009, ALIMA has reached more than 18 million beneficiaries in 15 countries, primarily in Africa. In 2024, we developed 59 humanitarian medical response projects to address the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through healthcare facilities. Our work stems from a constant adaptation to the realities on the ground and advances in medicine.
OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, surgery, pediatric care, deadly diseases such as Malaria, ARI, Diarrhea, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19).
OUR COUNTRIES OF INTERVENTION: Niger, Mali, Burkina Faso, Central African Republic, Nigeria, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Mauritania, Senegal and Sudan.
JOB TYPE
PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS
Level 2: The job holder will occupy a “regulated” position (accountant, lawyer, legal professional, legal executive, etc.); therefore, a criminal record check will be required.
FUNCTIONAL AND HIERARCHICAL LINKS
- He/she reports to the Field Coordinator (hierarchical superior), and to the finance and HR coordinator (technical superiors).
- He/she supervises assistant administrators of the grounds.
MAIN MISSION
The field administrator’s general objective is to ensure the management of human and financial resources and to implement the management elements used on the projects.
He/she is responsible, on the one hand, for organizing the administrative management of personnel (national and international) and for supervising its qualitative management, and on the other hand, for developing, valuing and managing the financial resources necessary for the implementation of operational decisions.
MAIN ACTIVITIES
The project administrator must, first and foremost:
- act in line with ALIMA’s mandate, humanitarian principles and the principle of “do no harm”;
- respect the operational strategy defined with the other coordinators (collaborate with other humanitarian, international and governmental actors present in the intervention area).
1. Accounting
- Implementation of procedures: security of money (management of cash, transfers, advances), commitment of expenditure (purchasing procedures, validation and organization of payments, monitoring of regular payments).
- Implementation of the country allocation guide (accounting codes, projects and analytical axes, donor codes).
- Managing the cash and bank accounts for his project.
- Accounting entries (either done in-house or delegated to an administrative assistant), filing of accounting documents, completion of the monthly field closing, sending in capital letters.
- Receipt of corrected accounts from the capital, analysis of discrepancies, corrective actions.
2. Cash Management
- Monitoring of bank and cash balances on the project.
- Knowledge of the supply chain, risk analysis.
- Anticipating expenses and requesting monthly cash flow.
- Proposal of minimum balances required on each cash register and bank in the project.
3. General resource management
- Proper management of structures (choice, organization, contracts, administration, insurance).
- Participation in the development of the procurement framework for its land.
- Collection and analysis of non-budgetary management information (activities, consumption, donations, etc.).
- In conjunction with the coordinators, creation and analysis of resource management indicators.
- Maintaining up-to-date administrative records for the mission.
4. Budget Management
- For each defined activity, collection of all necessary information concerning the activities and resources.
- Participation, under the responsibility of the Finance and HR Coordinator and the Field Coordinator, in the formatting and budgetary translation of resource management elements.
- Analysis, in conjunction with the Field Coordinator, of general and specific monthly budget monitoring (analytical axes), possible alerts, proposals for corrective actions, and reporting to the Finance and HR Coordinator.
- Prepare a project forecast for each financing contract and alert the Coordinator in case of any gaps.
5. Administrative management of national staff
- Monitoring and updating payroll and personnel files (Homer).
- Under the responsibility of the Finance and HR coordinator, oversees the distribution of HR reference documents to staff and ensures compliance with the principles (internal regulations, abuse management procedure, etc.).
6. Quality management of personnel
- Updating organizational charts and assisting with the creation of job descriptions.
- Planning of individual assessments and provision of necessary documents.
- Developing an annual leave schedule and a training plan for his project.
- Dissemination of information to staff about the association and its mission; organization of staff meetings.
- Support for coordinators regarding recruitment (process, interview, etc.).
EXPERIENCE AND SKILLS
Experiences
- Prior experience in an equivalent position within an international NGO.
- Prior experience in emergency contexts.
- At least 3 years of proven experience in management, finance or accounting in a similar position with an international NGO.
- Extensive experience in producing monthly reports and budget monitoring.
- Experience in managing multicultural teams.
- A qualification in HR and administrative management is an asset.

- Oral and written proficiency in French is essential.
- Knowledge of a local language is an asset.
Desirable
- Experience with an international NGO working in the medical field.
- Experience in a tense area / volatile security context.
- Knowledge of ALIMA HR and financial software (Homère, SAGA) is desirable.
CONDITIONS
Contract duration and type: Fixed-term contract of 6 months, renewable — French law
Salary: According to ALIMA salary scale + recognition of experience + per diem
ALIMA takes care of:
- Travel expenses between the expatriate’s country of origin and the mission location
- Accommodation costs
- Medical coverage from the first day of the contract until one month after the departure date from the country of assignment for the employee and their dependents
- Evacuation for the employee and their dependents
