You’ll contribute to ending world hunger by …

  • Ensure high-quality and timely delivery of outputs, alignment with Action Against Hunger’s strategy, national nutrition and health standards, and donor compliance requirements.
  • Lead the assessment, planning, and monitoring of infrastructure works, particularly the construction and rehabilitation of Learning Centers and related community facilities in the BARMM region.
  • Ensure that all construction activities comply with national building codes, organizational standards, and donor requirements, while coordinating closely with government agencies and LGUs.

Key activities in your role will include

Objective 1: Technical Assessment and Planning

  • Conduct site assessments and feasibility studies for construction and rehabilitation projects.
  • Prepare and validate technical designs, drawings, and cost estimates based on standard designs.
  • Ensure environmental and safety considerations are integrated into construction plans.
  • With the Head of Project, develop an assessment and construction plan for project areas

Objective 2: Construction Monitoring and Quality Assurance

  • Supervise construction works to ensure adherence to standards, approved designs, and timelines.
  • Validate contractors’ compliance with technical specifications, safety, and quality requirements.
  • Provide technical reports and progress updates to the Head of Project.

Objective 3: Partnership and Representation of Action Against Hunger with external stakeholders

  • Represent Action Against Hunger at local coordination meetings
  • Ensure project activities are coordinated with relevant agencies and stakeholders where Action Against Hunger is working.
  • Coordinate with BARMM ministries, LGUs, and DPWH for construction permits, clearances, and compliance.
  • Facilitate coordination meetings with local engineers, contractors, and stakeholders.

Objective 4: Monitoring and Reporting

  • Maintain complete documentation of technical drawings, site reports, and permits.
  • Support the preparation of donor and internal reports with technical inputs.
  • Ensure proper and timely archiving of sources of verification
  • Document lessons learned and recommendations for future infrastructure projects

Do you meet the profile required criteria?

  • Licensed Civil Engineer (PRC)
  • Bachelor’s degree in Civil Engineering or related field. Master’s degree an advantage.
  • Structural design interpretation, national building codes, construction quality standards, cost estimation, and site supervision.
  • Knowledge of contractor management, procurement, and compliance with government permitting and licensing processes.
  • Adept with the working conditions in the BARMM Region context
  • Excellent report and technical writing skills
  • Strong communication and facilitation skills
  • Preferably has previous experience in assessment, monitoring or implementation of emergency response projects
  • Minimum of 5 years in infrastructure project implementation or supervision, preferably with NGOs or government infrastructure programs.
  • Familiarity in working in BARMM Region
  • Experience in structural assessment and rapid response
  • Excellent in written and spoken English and Tagalog. Knows the local language – Maranao and/or Maguindanaon, in the working area is an asset
  • Good knowledge of Microsoft Office package (Word, Excel, Teams, Outlook)
  • Proficient in AutoCAD
  • Willing to be based in the areas of operation and able to travel extensively in the Project areas – Lanao del Sur and Maguindanao del Sur
  • Valuable prior experience in issues related to the promotion of gender equality and child rights or personal commitment to gender equality and child rights.
