Key Responsibilities:
- Lead at Northern Hub level to create and design hub-relevant protection components at programming and design phases (including contribute to proposal, budget, log frame development), in coordination with the Protection Advisor.
- Train Oxfam’s programme staff, Field Support Personnel, and local partners in safe identification, reporting and referral/flagging of protection cases, in close coordination with Protection Advisor.
- Lead to ensure protection and programming risks are assessed and analyzed at project design stage, and to design Protection actions to reduce/mitigate identified risks.
- Carry out regular visits to assigned field locations and conduct the gendered protection analysis to collect information on protection needs and risks, using Oxfam’s standard procedures, forms.
- Flag and address any immediate protection or programming risks, that may arise during protection field visits to the Area Manager and Protection Advisor and decide on protection or safe programming actions responding to these risks.
- Lead in the selection and training of protection community-based focal points and structures, and provide the support needed for them to implement community-based initiatives.
- Carry out the Individual Protection Assessment and lead on the selection of individuals/households’ cases eligible for receiving protection/emergency cash and support principled delivery of assistance.
- Coordinate, follow up, and carry out regular awareness-raising sessions for communities and training for civil society in key protection issues.
- Review and analyze programme data to identify protection trends and decide on the response relevant to Oxfam scope of intervention.
- In close coordination with Protection Advisor, contribute to creating a referral system for follow-up, and document information on all referrals into standard Referral matrix and contribute to data analysis as appropriate, adhering to confidentiality and safety principles.
- Provide the support needed to Oxfam’s Influencing/Policy work highlighting protection concerns among the targeted communities.
- Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights.

In addition:
• Relevant degree in Law, International Law, Social Science, Political Science, or related field with good knowledge of International Human Rights Law.
• Minimum Three years of relevant experience in roles focused on protection, human rights, social work, vulnerable populations in conflict, post-conflict, etc or a related role within the non-profit sector (as Child Protection Officer, Human Rights Officer, Protection Case Officer, Community Protection Officer, Protection and Safeguarding etc) experience in NGO, or 5 years if not accompanied with the relevant education degree.
• Demonstrated experience in facilitating workshop, training sessions and building the capacity of local teams and community members on protection principles, safeguarding, and complaint mechanisms.
• Knowledge of the context in the areas covered by the hub (Aleppo – Lattakia – Hama – Idlib)
• Previous experience working in complex and volatile contexts, particularly handling protection work
• Demonstrated ability to lead, building capacity, motivate a diverse team, ensuring effective performance management and fostering a collaborative working environment.
• Experience working in remote, insecure locations, demonstrating resilience and a proactive, solution-focused approach to overcoming logistical challenges.

• Strong inter-personal skills to work across teams and departments in the hub and CO.
• Proficiency in using office software (e.g., MS Office, Power BI, Survey CTO, KOBO).
• Fluent Arabic and English, both written and spoken is essential.

• Demonstrated skills in report writing, data visualization, and presenting findings to various stakeholders.
• Previous experience in international NGOs in Syria
