RECRUITMENT NOTICE

CONSULTANTS FOR EXTERNAL FINAL EVALUATION

DanChurchAid (DCA) in the DRC is launching a call for applications for the recruitment of a team of external consultants to carry out the final external evaluation of the USDoS-funded project entitled: “ Integrated humanitarian assistance to improve the living conditions of people in emergency situations among populations affected by conflict in hard-to-reach areas of Eastern DRC ”.

Started in October 2024, this project (ref. 720BHA24GR0000270) will end on June 30, 2026 and will include, in accordance with the planned evaluation schedule, a final external evaluation which aims to measure the overall performance of the project, document the learnings, and feed into future DCA and USDoS programming.

Implemented in the provinces of North Kivu (Nyiragongo, Masisi, Rutshuru, Lubero, and Walikale territories) and South Kivu (Fizi territory), the project is situated within the context of a protracted humanitarian crisis characterized by ongoing armed conflict, massive population displacements, and worsening protection risks. This situation is leading to a continuous deterioration in the living conditions of internally displaced persons, host communities, and returning populations.

The main challenges faced by the targeted populations include, in particular:

  • Increased exposure to protection risks, including gender-based violence (GBV);
  • Limited access to safe and adequate shelter and essential household items (NFIs);
  • Economic insecurity exacerbating the use of negative coping strategies;
  • Limited access to essential services in an environment marked by insecurity and humanitarian access constraints.

It is in this context that DCA in the DRC, with the support of the USDoS, is implementing an integrated, multi-sectoral humanitarian assistance project aimed at addressing the urgent needs for protection, shelter, essential goods, and livelihoods of populations affected by conflict in eastern DRC. To this end, DCA is recruiting a firm or team of qualified consultants with extensive experience in humanitarian assessment, protection and gender-based violence (GBV), shelter and non-food items (NFIs), and a thorough understanding of the context in eastern DRC, to conduct this mission.
