Context :

Mission:

The Regional Senior HR Officer supports the MENA Regional HR Coordinator and serves as the primary focal point for the management of human resources processes for the Regional Office national workforce. This includes recruitment, onboarding, payroll coordination, medical insurance administration, contract management, attendance and leave management, learning and development, performance management, employee relations, compliance, and employee exit processes.

The position also supports the administration of the Regional Office international workforce, including deployments, accommodation arrangements, medical checks, arrivals and departures, and other HR-related contractual and administrative processes.

The Regional Senior HR Officer coordinates with relevant external stakeholders, ministries, and authorities to ensure compliance with labor regulations and the effective management of work permits, residency requirements, social security, income tax, and other statutory obligations.

In addition, the position manages HR-related administrative processes, including consultancy and service contracts under HR management, workshops, per diem administration, and other operational requirements.

The Regional Senior HR Officer provides operational HR support to the MENA portfolio upon request of the Regional HR Coordinator, contributing to the implementation of HR tools and systems, emergency HR support, staff training initiatives, and other regional HR priorities.

Main responsibilities:

National Regional Staff HR Management

· Manage end-to-end HR processes for Regional Office national staff including recruitment, onboarding, contract issuance, amendments, renewals, and terminations.

· Ensure accurate payroll inputs, monthly attendance, leave tracking, and coordination with finance for salary processing.

· Administer employee benefits including medical insurance enrollment, updates, and claims follow-up.

· Maintain up-to-date personnel files, HR database records, and ensure documentation is audit-ready.

· Follow up on performance management processes including probation reviews, annual appraisals, and performance improvement actions.

· Support learning and development activities including training coordination and capacity-building initiatives.

· Handle employee relations matters including queries, grievances, and disciplinary follow-up in coordination with the Regional HR Coordinator.

International Regional Staff Administrative Support

· Support HR administrative processes for expatriate staff including deployment, onboarding, relocation, and offboarding.

· Coordinate accommodation arrangements, travel logistics, and arrival/departure administrative requirements.

· Follow up on medical checks and related documentation for international staff.

· Support contract administration, including renewals and amendments.

· Ensure proper documentation and tracking of international staff movements, leave balances and assignments.

Stakeholder Management (Internal & External)

· Liaise with ministries, social security institutions, tax authorities, and other government bodies on HR-related matters.

· Ensure compliance with work permits, residency permits, and legal employment requirements for national and international staff.

· Coordinate with external service providers such as insurance companies, medical providers, and travel agencies.

· Serve as HR focal point for internal departments including finance, logistics, and programs on HR-related administrative matters.

· Maintain professional communication and timely follow-up with all stakeholders to ensure smooth HR operations.

· Liaise with HQ on global HR tools and initiatives relevant to the Regional Office, ensuring proper implementation, alignment, and timely follow-up on requirements.

Regional HR Support

· Provide HR operational support to country offices within the MENA portfolio upon request from the Regional HR Coordinator.

· Support implementation of HR tools, templates, systems, and standard procedures across the region.

· Assist in emergency HR responses including rapid recruitment, deployments, and HR coordination during crises.

· Contribute to HR projects, policy rollouts, and organizational change initiatives at regional level.

· Support capacity building for country HR focal points through guidance, coaching, and technical advice.

HR Reporting & Analytics

· Prepare regular HR reports including staffing updates, turnover, recruitment status, leave balances, and contract tracking.

· Maintain and update HR dashboards and trackers for regional office.

· Provide ad-hoc HR data and analysis to support decision-making by the Regional HR Coordinator and management.

· Ensure accuracy and consistency of HR data across all systems and reports.

Compliance & Regulatory Management

· Ensure adherence to local labor laws, organizational HR policies, and donor requirements.

· Support internal and external HR audits by ensuring proper documentation and record-keeping.

· Monitor compliance with contractual obligations, probation requirements, and HR procedures.

· Follow up on statutory obligations including social security, income tax, and legal reporting requirements.

· Identify HR compliance risks and escalate issues to the Regional HR Coordinator when necessary.

HR Administration Support

· Manage HR-related administrative tasks including preparation and processing of HR correspondence, letters, and certificates.

· Support organization of workshops, trainings, and staff events, including visa and per diem processing.

· Coordinate procurement and administrative follow-up for HR-related needs such as training materials, consultants, and service contracts.

· Ensure proper filing, archiving, and documentation of HR and administrative records in line with audit requirements.

· Support office-level administrative coordination related to HR processes and staff welfare activities.

· Follow up on HR-related payments and administrative claims in coordination with finance and other relevant departments.

Profile :

Education :

  • Bachelor’s degree in business administration, HR Management, Law, Social sciences, or a related field is required.

Training/Qualifications

  • Additional certifications in Human Resources (e.g., SHRM) are considered a strong asset.
  • Proven training in Labor Law and Employment Regulations, Employee Relations and Conflict Management, HR Information Systems (HRIS) or any other relevant HR trainings is highly desirable.
  • Familiarity with humanitarian standards, PSEAH (Prevention of Sexual Exploitation, Abuse and Harassment), Code of Conduct, Duty of Care and Staff Wellbeing is essential.
  • Experience / Skills :
    Minimum of 4–6 years of relevant experience in Human Resources similar role, preferably within humanitarian or development organizations.
  • Minimum 4 years of experience in an NGO/International Institution in a similar position (preferred).
  • Proficiency in managing payroll, leave management, national labor laws, and all relevant national HR processes and the full HR cycle.
  • Prior involvement in remote coordination or support to field missions is highly desirable.Languages :
    Native Arabic speaker with excellent command of English (spoken and written).IT knowledge :Proficient in Microsoft Office Suite (Word, Excel, Outlook) and comfortable using digital tools for inventory, procurement, and reporting.Experience with ERP is an asset.Salary :Following Tdh salary scale in Jordan
