A major player in the social and solidarity economy, the French Red Cross manages a network of over 600 establishments and services in the health, social care, and training sectors. It also heads 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 3 regional platforms (PIRAC, PIROI and PIROPS), on the following themes: Health and Disaster Risk Management.

Just as in the work it develops and implements in France, the French Red Cross internationally integrates all its missions into a framework of sustainable humanitarian action. This translates into a coordinated approach to emergency, post-emergency, crisis recovery, and reconstruction activities, aiming for maximum effectiveness. The objective is to carry out actions with lasting impact and to enable populations to regain their full self-reliance.

Context and challenges of the position :

The French Red Cross (CRF) is developing its partnership with the Red Cross of Benin (CRB) and the Red Cross of Togo (CRT) within the framework of a locally led approach, focused on the needs of vulnerable populations.

The Coastal Countries Representative will ensure a permanent presence on the ground to coordinate the programming of the CRF, mobilize funding in connection with the resource mobilization strategies of national societies and strengthen the capacities of the Red Cross societies of Benin and Togo in connection with the National Societies Development Support (SDSN) referents.

In parallel, the CRF is exploring the extension of its activities in Nigeria in a regional logic consistent with its positioning in West Africa.

JOB DUTIES AND RESPONSIBILITIES :

Capacity building and partnership

  • Support the identification of capacity and skills development needs of National Societies based on their Organizational Development Plan (ODP)
  • Support and monitor the implementation of the SDSN roadmap in the countries covered in conjunction with partners (CRS, AICRL, RKV…)
  • Providing daily support to SNs in their organizational development
  • Regularly monitor the tripartite agreements between the CRT/CRF/CRS and CRB/CRF/CRS

Represent and strategically position the delegation

  • Represent the French Red Cross (CRF) to technical and financial partners in various countries, including the French Embassy and Team France, NGOs, and other stakeholders in the Red Cross Movement, and facilitate the representation of national societies to these stakeholders.
  • To conduct strategic monitoring and update the mapping of humanitarian actors and donors

Develop and monitor the programming

  • Coordinate the formulation and monitoring of projects with National Societies and in close connection with their strategies
  • Supporting the mobilization of funding and managing the donor engagement plan
  • To ensure the integration of the French Red Cross (CRF) into the programs of National Societies and the Red Cross and Red Crescent Movement

Operational management and security of the delegation

  • Ensure proper administrative, financial and contractual management in accordance with CRF procedures through the supervision of the dedicated administrative, financial and logistics officer.
  • Supervise CRF teams on ad hoc missions and ensure local security management.

Potential extension to Nigeria

Depending on the development of regional programming, the Country Representative may be required to cover Nigeria as part of an expansion of the position’s scope. This will entail:

  • Establish and maintain relationships with the Nigerian National Research Council (NRCS) and humanitarian actors present in Nigeria
  • To establish an initial strategic positioning of the CRF in Nigeria in conjunction with the Desk
  • Identify project and funding opportunities in the country

Candidate Profile

PROFILE sought

  • Master’s degree (Bac+5) with at least 3 years of experience in organizational development and humanitarian coordination or international development projects
  • Proven experience in capacity building for local stakeholders and skills transfer
  • Mastery of the project response cycle, programming and project management
  • Ability to thrive in complex, multi-stakeholder environments
  • Proactive, resourceful, and able to work independently
  • Strong diplomatic and representational skills ( proven experience representing the company to technical and financial partners, humanitarian actors, embassies, NGOs, etc.) and experience participating in coordination bodies (between humanitarian or development actors, participation in clusters, working groups)
  • Experience in West Africa preferred; experience in Togo and Benin would be an asset.

Practical information related to the position

  • Status type : expatriate
  • Contract type : Fixed-term contract under French law/end-of-contract bonus paid
  • End-of-year bonus : equivalent to a 13th month’s salary, prorated to time worked.
  • Per diem : daily per diem that varies depending on the country
  • Leave : 5 weeks of paid leave per year and 21 days of compensatory time off – Airfare fully covered by the French Red Cross for travel between home and mission for 6-month leave periods
  • Health coverage : CFE + MSH Mutual Insurance (100% coverage) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES
  • Other types of insurance : life insurance (death and disability)
