Mission
The purpose of this position is to coordinate and manage the complete lifecycle of Doctors of the World projects in Venezuela, ensuring their proper identification, formulation, implementation, monitoring, and evaluation, as well as ensuring compliance with funders’ requirements, the technical quality of program documents, and the use of evidence for decision-making. This includes seeking and managing the necessary funding to guarantee the sustainability of the projects, establishing mechanisms for continuous improvement and reorientation.
Geographical scope of intervention
The position is based in Caracas with travel to Sucre, Táchira, and Apure, mainly, and other locations according to operational needs.
Organization chart
The position reports directly to the Country Coordinator and works closely with the local coordinators and the technical and cross-cutting teams, the Health, Nutrition, and SMAPS Coordinators, the National MEAL Coordinator, and the National Gender Coordinator to ensure programmatic quality and coherence. The position has no direct reports.
Responsibilities
DEVELOPMENT OF PROPOSALS AND FORMULATION
- To technically lead the identification of new interventions, ensuring the application of relevant methodologies as well as the quality, relevance and strategic alignment of the proposals.
- Coordinate the collection and consolidation of technical, programmatic, financial and contextual information provided by the base coordinations, technical areas and partners.
- Draft and review proposals, concept notes, logical frameworks, theories of change, narrative budgets, and other documentation required by funders.
- Ensure the systematic integration of Cross-Cutting Approaches (CCE) into the key instruments of project and program management: logical frameworks, theories of change, problem analysis, MEAL systems, gender-sensitive budgets and indicators, ensuring their coherence and articulation through close coordination with the gender reference person.
- Ensure the consistency and quality of project budgets, in coordination with the Country Administration area, guaranteeing their alignment with programmatic priorities and funders’ requirements.
- Lead the formulation or reformulation of projects, in coordination with the Country Coordination, the mission’s technical team, headquarters teams and other relevant actors, based on the identification and specific requirements of each donor and ensuring the active participation of the various partners and other key agents, as well as the incorporation of the MdM technical staff (disability, environment, children’s and adolescents’ rights, among others) in all phases of the design.
GRANT MANAGEMENT AND REPORTING
- To monitor the contractual commitments of the funded projects, ensuring compliance with deadlines, requirements and obligations established by the donors.
- Lead the technical and operational oversight of implementing partners throughout the program cycle: planning, execution, M&E, and reporting. Ensure alignment with Memorandum of Understanding (MOU) commitments, performance indicators, and donor standards, identifying deviations early for timely corrective action.
- Follow up on reporting schedules, contract modifications, reformulations, extensions, and grant closure processes.
- Maintain organized and up-to-date document filing and tracking systems for projects and grants.
- Keep the Country Coordination informed periodically about the progress in the implementations, focusing the information on decision-making.
- Support the different phases of the project cycle and contribute to compliance with humanitarian standards from an intersectional feminist approach.
- Monitor the progress of projects, in coordination with the Country Administration area, ensuring the quality of financial management, and informed decision-making for efficient execution of resources.
- Plan and lead the preparation of project reports (internal and external) ensuring the quality of the information and the formats, necessary annexes, for each donor and established standards.
CONTEXT ANALYSIS AND PROGRAMMATIC RISK MANAGEMENT
- Lead periodic context analyses including access risks, context changes, implementation risks, budget deviations and protection risks as well as rapid assessments in emergencies.
- Provide technical support to the Country Coordination in representing MdM projects before public health institutions, agencies, donors and non-governmental institutions.
MEAL
- Contribute to the monitoring, evaluation, accountability and learning (MEAL) system of the projects together with the person responsible for monitoring, ensuring the systematic use of data for programmatic decision-making.
- Participate in the periodic analysis of key indicators and their joint interpretation with the technical, support and grassroots coordination areas, promoting evidence-based improvement actions
- Ensure that proposals and projects incorporate safe, inclusive and accessible mechanisms for participation, feedback and complaint management (MQRC), in line with Doctors of the World’s quality and accountability standards and funders’ requirements.
- Ensure the monitoring and compliance with the Core Humanitarian Standards (CHS), promoting quality, community participation and transparency in all phases of the project cycle.
- Ensure the secure storage of the project’s technical information (indicators and verification sources).
Training
-Required: University degree, highly valued for a degree in health sciences or other social and/or international cooperation disciplines.
Solid knowledge of project cycle management (logical framework/results-oriented management/theory of change), public health and integration of cross-cutting approaches: gender, human rights, cultural diversity, inclusion and environment, as well as quality standards: CHS, IASC, Sectoral Standards, Protection and Do No Harm, community and/or sexual and reproductive health.
Requirements
- Languages: Spanish, English preferred.
- Computer skills: Proficiency in Microsoft Office and internet.

Experience
- More than 2 years of experience in similar positions
- Experience in public health development and/or emergency projects, in areas such as primary health care, sexual and reproductive health, and mental and psychosocial health.
- Demonstrable experience in the humanitarian field and with international donors.
- Demonstrable experience in identifying and formulating projects from the technical specifications, including instruments such as the logical framework, theory of change, etc.
- Experience in working with communities and local authorities.
- Experience in community health, gender focus and interculturality.
