Risk Reduction & Addiction Specialist, Brussels (m/f/x) At Doctors of the World – Belgium

THE ESSENTIALS

The Risk Reduction (RR) Officer is responsible for the development, harmonization, implementation and monitoring of the RR approach within Belgian and international projects of Doctors of the World.

Based full-time at headquarters , they will provide national technical expertise, support the operational integration of harm reduction into Belgian and international projects, and directly supervise a social worker based in Antwerp. They will also contribute to team capacity building and MdM’s external representation on addiction-related issues.

TASKS AND RESPONSIBILITIES

Technical Lead for Risk Reduction

  • Develop, adapt and implement MdM Belgium’s harm reduction vision and strategy, consistent with the organization’s mission and values.
  • Translating the institutional frameworks for harm reduction into operational guidelines applicable to Belgian and international projects.
  • Lead the drafting, updating and implementation of framework documents, technical notes, guides and RdR tools.
  • Evaluate the relevance and effectiveness of RdR programs and formulate recommendations for improvement.

Operational support for projects

  • Supporting the integration of harm reduction approaches in Belgian and international projects.
  • Supporting psycho-medical-social teams in improving the care of people with addictions, with a focus on the quality of care, inclusion and reducing barriers to access to care.
  • Conduct targeted field visits (coaching, harmonization of practices, methodological support).

Functional Supervision – Antwerp

  • In close collaboration with the Flanders Coordinator and the Deputy Medical Director of Belgian operations, ensure the direct functional supervision of the social worker based in Antwerp.
  • Define the objectives, priorities and monitoring methods for the position.
  • Supporting professional development, assessing skills and assisting in the management of complex situations.
  • Ensure alignment of practices with harm reduction frameworks and institutional guidelines.

Capacity building and training

  • Identify the skills needs of paid and volunteer teams in terms of harm reduction and addictions.
  • Develop and deploy an internal training plan.
  • Organize and lead training sessions and workshops tailored to different professional profiles.
  • Develop or adapt educational materials in collaboration with external partners.

Networks, representation and advocacy

  • Representing Doctors of the World in local, regional and national harm reduction networks, particularly in Brussels and Antwerp.
  • Strengthening the links between addiction specialist networks and MdM projects.
  • To promote MdM’s positions and values ​​in consultation spaces and contribute to institutional advocacy in RdR.

Contribution to the Health Department

  • Participate in internal meetings of the Health department.
  • Contribute to the development, monitoring and evaluation of Annual Action Plans.
  • Update dashboards, guides, manuals and information sharing tools (SharePoint, Teams).
  • Write up reports related to his/her activities.

Landlord reporting

  • Is responsible for landlord reporting for the INAMI pilot project in Belgium
  • Contributes to the regular reporting of other projects, in Belgium and internationally.

YOUR PROFILE

Education and experience

  • Master’s degree in health care (nurse, midwife, doctor, psychologist), social sciences or related field.
  • Minimum 3 to 5 years of experience with people who use drugs and/or are affected by addictions.
  • Minimum 2-3 years of experience in Risk Reduction , including the development and implementation of programs.
  • Experience with vulnerable populations (migration, homelessness, precariousness) is an asset.
  • Experience in hierarchical supervision or team management is an asset.

Specific skills

  • Excellent analytical, writing and summarization skills.
  • Training, mentoring and supervision capabilities.
  • Proficiency in networking and institutional representation.
  • Professional proficiency in French , Dutch and/or English (at least two languages ​​required, including French or Dutch) .

WE OFFER

  • A gross salary of €4,125.96 for 3 years of experience; a gross salary of €4,293.49 for 7 years of experience; relevant experience recognized
  • Holidays (to be prorated): 20 statutory days + 6 RTT days + 4 extra statutory days between Christmas and New Year’s
  • Job location: Brussels, with the possibility of working from home 2 days a week.
  • Start date: March 2026
