ROLE DIMENSIONS:

The Security Officer will be responsible for actively supervising and monitoring the security environment and the movement of personnel in the CBPF/US A Ward project in the countries of Guatemala, El Salvador and Honduras.

Their role will focus particularly on security management, logistical support and movement planning, establishing and maintaining positive working relationships with all areas and, specifically, with the Security Department, ensuring that Security Protocols are reviewed, updated and followed regularly by both staff and visitors, to guarantee the safety of all Plan International personnel.

This will involve, among other things, promoting a safety culture among staff; monitoring and analyzing the security context in which the CBPF project is being carried out in Guatemala, El Salvador, and Honduras; and facilitating the issuance of alerts and the decision-making process. The person in this role will be responsible for participating, alongside the Cluster’s Security Coordinator, in security management activities, overseeing the planning and tracking of travel, and collaborating with relevant stakeholders to ensure the smooth and safe operation of the organization.

The scope of responsibility includes Plan International Guatemala, El Salvador, and Honduras.

GOALS:

The main objectives of this position are the following:

  • Contribute to effective security management by assisting in the development and implementation of policies, procedures, and incident reporting in CAMMS.
  • Provide logistical support to various operations, ensuring timely acquisition, inventory management, and resource distribution.
  • Plan and control the movement of personnel, vehicles, and equipment to ensure efficient and safe operations.

RESPONSIBILITIES:

Security management:

  • Collaborate with the Cluster Security Coordination and the National Security Coordinator of Honduras to develop, implement, and enforce security policies, procedures, and protocols.
  • Participate in risk assessments and help identify potential security risks and vulnerabilities.
  • Participate or collaborate in the Security and/or Access groups.
  • Monitor and analyze the political, social and security context, providing early warning reports to the technical and management team.
  • Systematic collection of information, continuous data collection through primary sources (field team, communities, partners) and secondary sources (media, institutional reports, local networks).
  • Periodic analysis of trends and risks, identification of patterns, changes in violence dynamics, key actors and possible scenarios that may affect the operation.
  • To guarantee and supervise the movements, displacements and missions of the entire project.
  • Collaborate in the logistics of safety training for staff members.
  • Make sure to update communication trees and have communication plans in place for emergency situations.
  • Support and availability for deployment in security assessments and management during emergencies.

Collaboration and networking

  • In support of the Cluster Security Coordination and the National Security Advisor, establish a network of contacts with relevant security actors (i.e., other NGO security coordinators, Plan International regional/local contacts, local stakeholders, among others) to help gain a broad perspective on interpreting the context, changes in security trends, and access.
  • Collaborate in the collection of information for situation reports (SITREP), alerts and notices related to the security of the project in Guatemala, Honduras and El Salvador.

Evaluation, analysis and monitoring

  • Participate in field missions and prepare security reports, if requested and necessary to collaborate on security matters.
  • Prepare a security risk matrix for the project’s intervention sites.
  • Provide recommendations based on the context of safety assessments and reviews.
  • Evaluate the application of security policies and the level of vulnerability of the facilities, and recommend/monitor the changes needed to improve security and humanitarian access.
  • Coordinate the proper use of telecommunications systems.
  • Support in the implementation of the safety training plan for all personnel.

Reports deliverable to Regional Security

    • Fortnightly security updates for staff and key stakeholders.

Regular security updates are shared every two weeks to improve situational awareness, staff preparedness, and decision-making.

• Monthly coordination with relevant security/humanitarian access forums and consortium security counterparts (only applies to El Salvador)

Accompany the cluster’s Security Coordination team in monthly meetings with the consortium’s security representatives, with the aim of improving information sharing and alignment on

risk trends and access restrictions, and greater coordination for humanitarian access and follow-up on reported security incidents.

• Monthly report on security incidents and trends.

Monthly report on security incidents, trends, operational implications, and recommended mitigation measures.

• Quarterly Security Risk Assessments (SRA) of projects/operations.

      • The project’s or priority areas’ Security Risk Assessments (SRAs) are completed, and recommendations for risk reduction and safer implementation are shared. – Security reports from scope missions conducted in the field are shared.

• Review and update of emergency protocols, including evacuation activation points and guidelines for staff movement.

      • Updated emergency protocols, clear activation points for evacuation, and guidelines for staff facing relocation or other critical situations. – Validations of hotels, wineries, guesthouses, or event venues, available to project staff. – Updated communication tree, emergency contacts, and secure communication procedures. Updated emergency communication tree and stronger agreements for emergency information sharing.

Child Protection (CPI), Gender Equality and Inclusion (GEI)

Ensures that Plan International’s global policies on Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully implemented in accordance with the policy principles and requirements, including relevant Implementation Standards and Guidelines, as applicable to their area of ​​responsibility. This includes, among other things, ensuring that staff and partners are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CC), their relevance to their area of ​​work, and that concerns are reported and addressed in accordance with appropriate procedures.

TECHNICAL EXPERIENCE, SKILLS AND KNOWLEDGE:

  • 2 years of relevant work experience in advisory roles on security and/or logistics in a complex political-humanitarian crisis.
  • Languages: Spanish. Speaking English would be a plus.
  • Solid knowledge and understanding of safety management principles and movement planning.
  • Excellent organizational and time management skills to handle multiple tasks and prioritize them effectively.
  • Attention to detail and the ability to maintain accurate records and documentation.
  • Effective communication and interpersonal skills to collaborate with diverse teams and stakeholders.
  • Ability to solve problems and make decisions to meet operational challenges.
  • Proficiency in the software and systems relevant to logistics management and security monitoring.
  • Ability to relate well to a diverse group of people and provide good customer service while managing multiple priorities.
  • Knowledge, ability and willingness to learn the management tools and frameworks of Plan International and programs, in accordance with the policies and guidelines of Plan International.
  • Experience in using GPS systems and geolocation on maps.
  • Experience in the use of satellite equipment.
  • Proven ability to be flexible and work well under pressure in dynamic team environments.
  • Positive attitude towards learning and flexibility to adapt practices to the local context.
  • Good computer skills and knowledge of MS Office (Word, Excel, PowerPoint, Outlook) and the Internet.
  • Basic knowledge of humanitarian access strategies.
  • Knowledge of the political and security context of Guatemala, El Salvador and Honduras.

EFFECTIVENESS

Following the signing of the contract, the Security Officer is expected to perform the aforementioned functions and fulfill the scope of work with the utmost competence and professional and ethical integrity.

The Safety Officer is expected to observe and comply with Plan International’s rules, regulations, and policies. If found guilty of misconduct or breach of any of these terms, Plan International has the right to terminate this contract immediately.
