ABOUT THE ORGANIZATION

Médecins du Monde Turkey (MdM-T) / Dünya Doktorları Derneği (DDD) is a Turkish-based humanitarian NGO facilitating access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion. DDD is the 16th member of the Doctors of the World International Network.

DDD collaborates with partners and key stakeholders to implement projects facilitating access to primary and secondary-level healthcare services for displaced populations.

REPORTING LINES

Based in the Syria Office, the Senior HR & Admin Officer reports directly to the Country Director, The HR Coordinator is the technical line manager and directly supervises HR & Admin Officers across Syria field bases.

RESPONSIBILITIES

1. HR Policies and Procedures

  • Ensure all Syrian HR staff correctly apply DDD HR policies
  • Supervise and support base HR Officers to ensure compliance and consistency
  • Assist in developing and updating Administrative and HR policies in line with local labour and taxation law
  • Ensure DDD code of conduct, employment conditions, abuse reporting procedures and HR templates are updated and posted in the office
  • Support field bases and coordinators on administrative and HR matters
  • Organize and deliver HR information meetings; announce amendments to regulations and procedures

2. Recruitment

  • Assist the HR Coordinator in all stages of recruitment: advertising, screening, longlisting, shortlisting, interviewing, reference checking, and hiring
  • Build collaborative relationships with hiring managers; provide timely, high-quality recruitment support
  • Organize and lead HR induction meetings for new staff
  • Oversee onboarding and orientation of new employees across field bases; report to the HR Coordinator

3. Training and Career Development

  • Assist in identifying training and development needs through TNA, staff appraisals and consultation with line managers
  • Support implementation and follow-up of the yearly training plan
  • Research new methodologies in workplace learning (e.g. e-learning)

4. Records Management

  • Ensure confidentiality of all HR information
  • Process, verify, and maintain personnel documentation, including recruitment files, training records, grievances, performance evaluations and leave management
  • Verify payroll data and pay adjustments; ensure distribution and collection of signed payslips monthly
  • Maintain a computerized HR filing system

5. Staff Self-Care

  • Serve as the focal person for Staff-Care policy implementation
  • Conduct confidential consultations with staff when required
  • Coordinate with the MHPSS section on Self-Care activities

6. Reporting

  • Provide regular reports to the Line Manager: monthly staff lists, recruitment follow-up, attendance and training plans
  • Contribute to monthly HR reporting to DDD Management; update organisational charts
  • Provide a mission report and/or handover document at the end of the contract

7. Other Duties

  • Support HR team members as needed; participate in internal meetings
  • Report security-related issues to the Line Manager
  • Support field trips and program operations; assist with any other tasks as required

CANDIDATE PROFILE

Education:

  • Bachelor’s degree in Human Resources Management, Business Administration, or a related field.

Experience:

  • Minimum 3 years of relevant HR experience, preferably within the humanitarian sector.

Languages:

  • Fluency in Arabic and English required; Turkish is desirable.

Technical Skills:

  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint) and HR information systems.

Core Competencies:

  • Strong organizational and interpersonal skills; ability to maintain confidentiality and handle sensitive information.
