The Senior Planning, Monitoring, and Evaluation Officer, who, under the general direction of the Senior Project Manager, will carry out activities to promote practices and standardize methods and tools for successful project monitoring and control. Due to the magnitude and complexity of the projects, the intervention of this specialist is necessary to ensure the quality, planning, and integrity of the processes and activities to be carried out within the framework of the projects.
Responsibilities:
- Develop and update the detailed project schedule (work plan or implementation plan).
- Develop the planning and monitoring and evaluation strategy for the Projects through the development of tools.
- Monitor project deliverables submission commitments and promote the standardization of project tools and methods.
- Advise the Senior Project Manager, ensuring that the procedures and deliverables of the different components of the Projects are carried out in accordance with the agreed timelines, costs, scope, and quality.
- Standardize the processes and formats of project documents.
- Identify schedule deviations, risks, and delays.
- Coordinate change management in scope, schedule, or resources.
- Ensure that the technical teams of the different components of the Projects implement the processes and standardize the documentation.
- Collaborate with team members to obtain all technical documentation that UNOPS requires to achieve the Project’s quality objectives.
- Monitor and control the financial progress commitments of the projects.
- Verify product and/or supervision reports, requesting any necessary corrections according to established quality criteria.
- Prepare Control and Monitoring Plans and carry out the respective monitoring.
- Prepare control, monitoring and evaluation reports for each project according to established frequency.
- Prepare and present the results obtained from monitoring and evaluation according to the frequency provided by the Senior Project Manager.
- Compile documentation of key project activities, ensuring that this information is complete and of high quality.

Requirements:
A. Education
- A higher degree (equivalent to a master’s degree) is required, preferably in International Relations, Political Science, Administration, Finance, Civil Engineering or other disciplines.
- The master’s degree may be substituted with a university degree (equivalent to a Bachelor’s degree) in areas relevant to the duties and two additional years of relevant experience.
B. Experience
- At least two (2) years of experience (or more depending on the academic degree presented) in planning, monitoring, project evaluation, and quality management and assurance are required.
It will be assessed:
- Experience in monitoring and control of technical cooperation projects funded by international development agencies.
- Experience with the MS PROJECT program.
- Advanced level in Google Spreadsheets.
- Experience in organizations of the United Nations system.
C. Languages
- Fluent command of the Spanish language is required.
- Intermediate knowledge of English is desirable.
