What we are looking for
NRC is looking for a Senior Protection Adviser for the Protection Consortium in Bangladesh. The role holder will be the principal protection focal point for the Consortium, providing strategic leadership, advocacy support, high-level representation, evidence-based policy engagement, and strong technical coherence. The position will work closely with consortium partners, the Protection Sector, United Nations agencies, donors, and other stakeholders to influence humanitarian strategies and policies.

What you will do
- Strategic Engagement & Representation (represent the consortium in inter-agency forums, develop the consortium strategy, collaborate with protection actors, serve as strategic advisor to the steering committee, contribute to programme development and resource mobilisation efforts, etc.).
- Protection Analysis & Evidence Generation (analysis of protection trends).
- Advocacy & Policy Influence (translate protection issues into advocacy messages, policy briefs, and donor-facing products; influence humanitarian policies and donor priorities; and elevate the voices of refugees and host communities).
- Technical Leadership & Guidance (provide strategic technical inputs in coordination with consortium technical counterparts.
- Protection Mainstreaming & Capacity Strengthening (promote protection mainstreaming, development of tools and guidance, innovation and adaptive learning, etc.).
What you will bring
- Protection programming and/or coordination experience in a humanitarian/protracted crisis or refugee context.
- Consortium model or inter-agency coordination familiarity.
- Protection, safe programming (protection mainstreaming), community safety and protection, engagement with armed actors, protection specialised services (case management, individual assistance, referrals), coordination, and/or protection advocacy and policy expertise.
- Strategic protection advocacy, coordination, and engagement with UN and donors track record.
- International protection frameworks, humanitarian principles, and accountability standards understanding.
- Protracted displacement exposure, preferably in South Asia or the Rohingya response.
- English fluency, both written and verbal.

- The Protection Consortium was established in December 2021 by four major INGOs: the Norwegian Refugee Council (NRC), the Danish Refugee Council (DRC), Handicap International – Humanity & Inclusion (HI), and the International Rescue Committee (IRC, to enhance collaboration in the Rohingya humanitarian response in Bangladesh.
- Despite years of response, protection risks remain protracted, complex, and politicised. The consortium aims to enhance collective impact by strengthening coordination, delivering evidence-based advocacy, and improving strategic engagement with donors, UN agencies, and the wider protection community.
- This is an opportunity to work in the steadily growing NRC mission of Bangladesh that has scaled up since inception in 2018 to respond to the Rohingya influx, and that has an increasingly growing portfolio and funding. NRC interventions are used to increase the acceptance of humanitarian assistance amongst Rohingya and Bangladeshi populations.
- In addition to the existing Rohingya refugee response, NRC’s integrated activities are addressing the impacts of displacement from climate change in Cox’s Bazar, in the North-East and South-West parts of Bangladesh. As of 2022, NRC is working to respond to severe floods in Sylhet. Bangladesh is one of the world’s most disaster-prone countries while also hosting nearly 1 million Rohingya refugees. This is considered a protracted emergency in which displacement and recurrent climate disasters combine.
- Meaningful work that responds to the diverse needs, priorities, and concerns raised by beneficiary communities. The current context is set against a backdrop of continued conflict in Rakhine State, steady attenuation of humanitarian access, and political pressure to repatriate refugees. This is characterised by multiple localised emergencies adversely affecting communities and populations with low levels of resilience, high vulnerability, and acute poverty.
