The context
Following an exploratory mission and a survey on the impact of famine on the health of populations in southern Madagascar, since October 2021, Médecins du Monde has been aiming to reduce morbidity and mortality among populations affected by drought in the districts of Ambovombe and Bekily in the Androy region and the district of Amboasary in the Anosy region. MdM has a base in Ambovombe and a sub-base in Bekily.
The program contributes to meeting primary healthcare needs, including nutrition, and to preventing and combating gender-based violence (GBV) in the context of the humanitarian crisis in the south of the country. Health services are provided directly to communities through two mobile clinics. Médecins du Monde also implements capacity building for healthcare providers in health facilities (health centers and hospitals), with regular training and supervision and support for the coordination of health districts. Health center rehabilitations are carried out to improve the quality of care related to GBV. Finally, water and sanitation rehabilitations are carried out in health centers supported at the intervention district level in collaboration with existing partners.
The position
Under the supervision of the general coordination, you ensure the proper management of the Ambovombe site and the proper implementation of programs in operational, administrative, financial, human, material and organizational terms.
More specifically, your missions are as follows:
Coordination and strategy
- Participate in the definition and adaptation of project strategy
- Participate in advocacy related to health issues
- Represent the association with authorities, donors and other technical and/or financial partners
Supervision and operational implementation of the program
- Ensure that the project complies with the current project cycle
- Monitor implementation schedules, activity implementation, and project indicators
- Ensure that project management tools are updated
- Monitor contractual deadlines with lessors and write interim and final narrative reports and their annexes
Supervision of the administrative, financial and logistical management of the Ambovombe program and base
- Participate in the construction and updating of project budgets
- Ensure supervision of budget monitoring
- Ensure monitoring of logistical support as well as compliance with internal procedures
Human resources management and supervision
- Ensure compliance with the code of conduct, internal regulations, safety rules and values of Médecins du Monde
- Facilitate teamwork
- Provide support and skills development for supervisors
- Write job profiles, participate in recruitment processes, carry out job briefings
- Conduct individual performance appraisal interviews
- Ensure that sensitive complaints are escalated and/or ensure that investigations are carried out properly
Communication / Visibility Management
- Ensure good communication and cross-functional coordination of the project in the area with local authorities, NGOs and UN agencies
- Ensure good coordination and communication within the team
- Organize thematic or coordination meetings as needed
- Participate in the design of the project’s communication tools
- Ensure internal reporting
- Participate in the writing of publications and communications on the project
- Represent the MdM association to the media or during institutional visits
Project financing and development
- Ensure compliance with donor guidelines
- Participate in the development of new project proposals
Security management
- Update the base security plan and rules
- Inform local staff of the regulations and safety rules, ensure strict compliance with these regulations
- Validate or freeze movements depending on the security context
- Inform the general coordination of key elements of the security situation and manage internal and external communications with it in the event of security problems
- Report incidents to general coordination and logistics coordination, participate in drafting incident reports and ensure follow-up of corrective actions
Profile sought
- Postgraduate study in project management and/or public health or similar qualifications
- Strong NGO experience in emergency and nexus contexts
- Managing multiple projects in remote and hard-to-reach areas
- Sense of organization, prioritization and strategic and operational planning according to the context, listening, team spirit, dynamism, analysis and ability to take initiatives
- Knowledge of public health: health system, community health, participation in writing contingency plans, multi-sectoral interventions, etc.
- Knowledge of community, psycho-social and cultural aspects to be considered
- Strong ability to lead a team of collaborators, including partners, and to mobilize skills in a multicultural environment
- Collaboration with existing authorities and organizations (UN, NGOs, etc.)
- Budget management and monitoring capacity
- Good writing skills, in French and English
- Proven team leadership and management skills
- Great patience and diplomacy
- Languages: Fluent French and English

Conditions of employment
- Position to be filled on a fixed-term contract from October 15, 2025 to June 30, 2026
- Gross monthly salary of 3,628 euros
- Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
- Expatriation bonus of 10% of gross salary per month
- Coverage of transport (home – mission), visas, vaccinations
- Accommodation in a shared house
- 22.5 RTT / an
- 5 weeks of paid leave / year
- Mutual insurance (60% participation from MdM and 40% from the employee)
